DescriptionHousing Court AdministratorExamples of DutiesSPECIFIC ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Oversees and manages court accounting procedures;
  • Assists with and plans for implementation of new technologies and procedures to improve court efficiency, including those affecting filing, recordkeeping, and case management.
  • Develop and recommend policies and procedures to address the needs of the court system and to ensure efficient and effective use of judicial resources.
  • Collaborates with the judge to draft, present, and administer the annual budget for the court.
  • Direct and support department chiefs in personnel matters;
  • Represent the Court in legislation, contract negotiations, and large purchases.
  • Ensure the Court's compliance with laws regarding hiring and employment.
  • Assist with the review and revision of personnel manuals and procedures as needed.
  • Investigate and mediate personnel disputes and conduct pre-disciplinary hearings for staff.
  • Advise and act on the Court's behalf in employee hiring, training, and termination, including overseeing all Court positions' job descriptions;
  • Supervise the administration of the Court's budget;
  • Supervise the Court's deputy court administrator-human resource director, finance officer, project coordinator(s), and all departmental chiefs;
  • Direct issues regarding facilities and equipment;
  • Oversee departmental chiefs with ongoing employee training and evaluations and equipment audits;
  • Motivate and assist departmental chiefs with creating an annual departmental work plan;
  • Monitor and provide support for the Court's intranet, video conference platforms, and social media platforms with the assistance of the director of communications;
  • Provide input and guidance to the Chief Housing Court Specialist and Director of Communications with the Court's educational and informational written materials, including videos and Court forms;
  • Oversees all grants, pilot programs, and special projects from inception to completion, including audits of the above-mentioned;
  • Serve as liaison with other branches of government, entities, etc., including all areas of City Administration, the General Division of Cleveland Municipal Court, the Office of Cleveland Clerk of Court, Justice Center Partners, and community partners;
  • Serve as the representative for the planning and implementation of space throughout the Justice Center on behalf of the Court;
  • Work with all departmental chiefs to ensure the continuous day-to-day operations of the Court continues without undue disruption;
  • Work with the Chief Housing Specialist, Personal Bailiff, and other partners to ensure the Court's continued participation in community clinics, housing clinics, events, and activities in-person or virtually.

IDEAL CANDIDATE:
  • The ideal candidate shall be a licensed attorney who is a forward-thinking leader with exceptional interpersonal and communication skills and the ability to motivate and establish common goals with employees at all levels within the judicial systems court, from the Judge, judges, clerks, and other court administrators. Experience and/or certification in court administration may replace the requirement of being a licensed attorney. Minimum qualifications must include five years of prior management experience in the public sector, preferably in a court or legal environment, and a proven record of working in a positive change environment. A thorough knowledge of The Rules of Superintendent of Ohio, court fiscal administration, grant disbursement tracking, and technology management is required. Must be dedicated to providing excellent public service in every situation. Juris Doctor is highly preferred. Will consider advanced degrees in juris doctorate-legal management, business management, business administration, finance, or public administration.
Minimum QualificationsKNOWLEDGE, QUALIFICATIONS, and ABILITIES:
  • Extensive knowledge of court operations, finances, and procedures.
  • Knowledge of the Court's local rules, Cleveland Codified Ordinance, Ohio Revised Code, Rules of Superintendence for the Courts of Ohio and the Ohio Code of Judicial Conduct;
  • Knowledge of court-required maintenance, retention, and destruction of all court documents;
  • Ability to plan, organize, direct, and evaluate the work of professional, administrative, and support staff in a manner conducive to high morale and productivity;
  • Experience in staff management and supervision, which includes planning, assisting, reviewing, and evaluating the work of others;
  • Experience in developing policies and procedures that assist the Court with daily judicial operations, including creating policies and procedures during unprecedented times such as a pandemic;
  • Experience in managing fiscal operations and in developing and implementing solutions to organizational and operational goals;
  • Ability to be both highly organized and detail-oriented;
  • Ability to lead the leadership team in meeting departmental and overall organizational goals;
  • Ability to communicate clearly, courteously, and effectively, both verbally and in writing to the Court, staff, a large swath of public officials, and the general public;
  • Ability to coordinate, oversee, and follow through on work assignments to obtain desired results, including multiple tasks assigned simultaneously.
Supplemental InformationPHYSICAL DEMANDS:
  • Work involves a significant amount of standing, walking, sitting, talking, listening, stooping, crouching, and reaching with hands and arms;
  • Traveling to and from Housing Court-sponsored community events, community activities, parades, and late governmental meetings;
  • Ability to reach into file drawers in standard four-drawer filing cabinets;
  • Visual ability sufficient to effectively operate a copier, facsimile machine, and computer terminal and to read reports, correspondence, and instructions;
  • Ability to navigate and operate any video conference platforms to lead and attend virtual hearings and meetings;
  • Hearing ability sufficient to converse with other individuals, both in person, virtually, and by telephone;
  • Speaking ability sufficient to communicate effectively with other individuals in person, virtually, and by telephone.

OTHER: This is not a civil service position. The Court Administrator serves at the will of the Judge.
