If yes, you may be the right fit for our Technical Advisor, Health Extension Program role.Reporting to the Deputy Country Director, the Technical Advisor will be embedded within the Ministry of Health (MOH) for eight months, leveraging their technical expertise in Resilient and Sustainable Systems for Health (RSSH), particularly focusing on strengthening HEP and community health systems. The Consultant will provide close support for the successful implementation of priority activities related to the Global Fund Grant Cycle 7 (GC7) - Health Extension Program (HEP) in Ethiopia. They will partner with the MOH's Community Engagement and Primary Health Care Executive Office to collaboratively identify and prioritize areas within the Health Extension Roadmap 2020-2035.This consultancy is open to Ethiopians located in Ethiopia. BackgroundThe overall objective of this Technical Assistance is to support the Ethiopia Ministry of Health through the Community Engagement and Primary Health Care Executive Office ensuring implementation of priorities in the Health Extension Roadmap 2020-3035 which are aligned with the Global Fund Grant cycle 7 (GC7) in a participatory and inclusive process, and ensure these priorities are adequately included in the funding requests, complete relevant forms and templates and implemented effectively at national and subnational levels.Country contextEthiopia is a pioneer in community-based primary health care. With its estimated 102 million population, Ethiopia constitutes almost 8% of the entire population of the African continent. A large population means a large need for health care services and the country has implemented the primary health care approach as the foundation of its health system designed to reach its vast population.Community-level interventions take center stage in Ethiopia’s primary healthcare strategy, with the introduction of its flagship Health Extension Program (HEP) in 2003. In the past two decades, Ethiopia has rapidly expanded community-level primary health care delivery deploying 40,000 trained Health Extension Workers (HEWs) who run more than 17,000 Health Posts implementing a package of health extension interventions focusing on disease prevention and health promotion and selected curative services. HEW are salaried civil servants and the program is fully integrated and institutionalized with the primary health care system.In 2019, the MOH conducted a comprehensive assessment of the HEP. The objectives of the assessment were to assess the status, determinants, and areas of the program that need further attention, and to identify challenges and areas of intervention for program and policy decisions. In early 2021, Ethiopia launched an ambitious $12 billion 15-year (2020-2035) Roadmap for Optimizing the Ethiopian HEP to build on the successes and address the challenges identified in the assessment.   • Master's degree in Public Health, Social Science, Health Systems, Public Policy, Economics, Finance, Business Administration or related subjects
  • Relevant experience working with Global Fund financing, including experience writing Global Fund applications and facilitating country dialogue
  • Proven work experience in health financing, financial management, data collation and analysis.
  • Excellent relationship management skills with strong writing and presentation skills,
  • Attention to detail for managing complex projects and outputs.
  • Knowledge and skills in mobilizing resources and building solutions to ensure the sustainability of the Health Extension Program in Ethiopia.
  • Excellent communication and presentation skills, with the ability to write clearly and concisely and distil key messages/explain complex concepts to varied audiences, including for technical documents and reports
  • Ability to work independently, as well as collaboratively as part of a team, and proven ability to meet project deadlines
You’ll impress us if you have
  • You have experience in the design, monitoring and evaluation of development projects
  • You have a high level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word; Proficiency in MS Excel modelling and data analysis.
  • You have professional work experience in health system strengthening and/or Public Health.
  • You have excellent interpersonal skills and the ability to work effectively in a multicultural environment.
