OverviewThe Department of Human Resources (DHR) has an exciting opportunity for someone with strong knowledge of the Family Medical Leave Act (FMLA) and the VT Parental Family Leave Act (VTPFLA) to supervise and coordinate the functions and operations of the department's Leave Management Unit (LMU). Additional knowledge of the leaves of absence outlined in the Collective Bargaining Agreements (CBA) and State Policies and Procedures would also be highly valuable.The ideal candidate will be comfortable hiring, training, evaluating, and supporting staff through regular coaching and continual improvement goals while adhering to the LMU standard operating practices. The candidate must be adept at leading a team while managing staff schedules and workload to ensure compliance with the provisions of the FMLA, VTPFLA, CBA and State Policies and Procedures.The Leave Management Supervisor position is part of the Benefits Division and will lead a team who serve as the primary liaisons between the employees, their supervisors and/or managers, and the Human Resources Business Partners who provide support for specific departments/agencies. They would be considered the subject matter experts in remaining compliant with both federal and state regulations as well as handling the case management of FMLA/VTPFLA leave requests. In addition to hiring, training, and supervising staff, the position is the point of contact for case escalation when incidents arise to ensure resolution of problems and/or that issues are addressed or referred to the appropriate division for response.This position will be responsible for managing an average full caseload of 100+ cases through the lifecycle. This includes eligibility checks, sending required notices, reviewing medical certification documents, making approval/denial decisions based on documentation. This position also provides guidance and support to managers and employees to address any inquiries or issues related to the designated FMLA. The duties of this position would also routinely handle confidential medical data and track employee leave usage through the running of queries and reports to ensure leave usage accurately corresponds to leave status.The Department of Human Resources currently supports a hybrid work model. Short notice of critical meetings, tight deadlines and the need for rapid response can be assumed. Some travel may be required, for which private means of transportation must be available. Some work outside of normal office hours may be required. Strong opinions may be encountered on a regular basis. Incumbent must use diplomacy and tact in dealing with difficult cases.Minimum QualificationsFive (5) years or more of experience in human resources, including one (1) or more years of experience administering labor and employment laws and regulations such as the Family Medical Leave Act, VT Parental Family Leave Act, Americans with Disabilities Act of 1990 and/or the ADA Amendments Act of 2008, Workers' Compensation.ORTwo (2) years or more as a Leave Management Specialist II.Preferred QualificationsSupervisory or team lead experience.Associate's degree or higher in human resources, business management, or related field.Total CompensationAs a State employee you are offered a great career opportunity, but it's more than a paycheck.
