Job Description:
Support the Department of Veterans Affairs (VA) Electronic Health Records Modernization Integration Office (EHRM-IO) program as a Program Manager for the Office of Deputy Chief Information Officer (ODCIO) Interagency pillar to coordination cross-disciplinary team and project efforts for ensuring integrations, compatibility, healthcare semantics, informatics, and usability across multiple platforms, as required for the full EHR modernization effort, are met. Candidate will serve as a trusted advisor to the client and will coordinate and manage schedule, risk, quality, and task priorities in collaboration with the Client and Program Manager.Create clean communication channels between external partners and the team; ability to use strong oral and written skills to prepare, facilitate, and provide feedback on programmatic, policy and oversight artifacts for broad audiences.
Serve as Interagency Program Manager to support EHRM-IO’s participation in multiple internal and external governance bodies, to preparation and tracking of deliverables to include defining problem statements, requirements identification/gathering, course of action development, defining outcome-oriented metrics and risk assessments necessary for Interagency executive-level decision making.Identify and track interdependencies between EHRM products and coordinate with project committees and workgroups and stakeholders to ensure the overlaps are resolved in an integrated and timely manner.Support the management, development, deployment, and transition of technical IT projects including change requests, reviewing, and editing technical project documents, and providing technical cost estimates associated with changes.
Assess risk mitigation strategies for dependent applications and develop and propose new strategies to ensure compatibility and compliance with emerging VA methods, tools, and resources for managing risk.Coordinate with technical and management teams to identify needs for creation, editing, reviewing, and promulgating both formal and informal program, product, and project documents.Minimum qualifications:
  • 10+ years relevant work experience
  • Must have experience managing Information Technology related projects.
  • Must be well versed in life cycle and project management methodologies.
  • Must have experience in tracking costs, schedule and performance progress.
  • Must be able to identify and mitigate risks.
  • Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline. 8 years of additional relevant experience may be substituted for education.
Preferred qualifications:
  • Experience in the VA and/or DOD
  • Experience with gathering business requirements and developing technical specifications with focus on project management.
  • Familiarity with implementing Electronic Health Record platforms, or similar systems.
  • Knowledgeable regarding federal policies and procedures required for safeguarding and securing personal identifiable information (PII) and personal health information (PII) data exchange across health IT platforms.
  • Flexibility to work in a matrixed environment of contractor, vendor, and government resources, as well as external organizations.
  • Proven conceptual, analytical, verbal, and written communication skills, with ability to communicate with all levels, technical as well as non-technical stakeholders.
