We are seeking an Assistant Administrator for the Department of Anesthesiology and Critical Care Medicine (ACCM) reports to the Chief Administrative Officer (CAO) and directs administrative and operational and finance functions of the department. ACCM has oversight for the operations and finances within multiple legal entities including School of Medicine, Johns Hopkins Hospital, Johns Hopkins Bayview, Howard County Medical Center, Sibley Hospital, Suburban Hospital, and All Children's as well as Ambulatory Surgery Centers (ASCs) at Knoll North and Howard County ASC. This role oversees and manages new program planning as well as assists with initiatives for new, existing and/or expanded clinical services. Works closely with the Chief Administrative Officer (CAO), Associate Administrator of Finance & Research, Executive Director, and Department Director on initiatives and priorities, acting as designee as needed. Represents the Departments in various institutional venues, meetings, and events.This position oversees the finance and clinical operations functions within and across the continuum of the Department of Anesthesiology and Critical Care Medicine. Reporting to the CAO, this position manages the day-to-day operations and strategic vision of clinical operations and financial/budget support for all funds financial analysis, JHU and JHH budget development, monthly reporting, and account reconciliations.Specific Duties & ResponsibilitiesOperations Management (40%)
  • Direct the administrative and operational activities of university functions.
  • Oversee planning of faculty and support staff salaries to include recruitment and retention.
  • Monitor management reports to document and describe departmental activities.
  • Communicate outcomes with departmental faculty and managers.
  • Develop departmental administrative, and personnel policies and procedures and provides a summary of related University policies and procedures.
  • Co-develop financial policies and procedures following Hospital and University policies with Finance and Administration. This information provides direction which is critical to support staff in the department (re: personnel and payroll, contracts and grants, etc.).
  • Provide primary administrative oversight and be responsible for program planning and development for areas of department expansion and JHM expansion with community hospitals and other institutional entities.
  • Develop detailed business plans for new and existing clinical programs to include market demand assessment, capital needs, facilities, divisional strengths and weaknesses, operational requirements, and implementation plans.
  • Formulate tactical business plans in conjunction with administrative and clinical leaders.
  • Partner with Vice Chair of Clinical Operations, Division Chiefs, and Clinical Staffing team in recruitment, clinical staffing, and perioperative operations to optimize staffing models, ensure efficiency and quality in clinical staffing operations, and to advise regarding financial implications of clinical staffing decisions.
  • Partner with Chief Administrative Officer and Human Resources regarding faculty and clinical associate recruits, contracts, and onboarding.
  • Partner with Vice Chair of Operations and Executive Director to match recruitment efforts to manpower needs (Fiscal Year manpower grids).
Finance Responsibilities (40%)
  • Perform comprehensive analysis of departmental financial performance on a monthly basis through the generation and examination of a set of detailed reports and analyses.
  • Collaborate as part of the department's senior finance team, on the budget process for JHU and JHH to ensure a reasonable budget is approved that is aligned with departmental and institutional strategies and priorities.
  • Assist with the development of budget monitoring systems for JHU departmental funds.
  • Review statements and ledgers, analyze variances and take appropriate action.
  • Ensure proper processes are in place for timely billing and receipt of revenues or other funding from contracted arrangements both internal and external to JHM.
  • Maintain Departmental accounts to ensure accurate and appropriate tracking of revenue and expenses according to Generally Accepted Accounting Principles and institutional policy.
  • Identify opportunities for cost-savings and revenue generation in order to allow Department to meet or exceed its budget targets.
  • Ensure accuracy of all financial transactions involving departmental funds through the establishment of strong internal controls.
  • Develop complex financial reports for forecasting, trending and results analysis for the University and Hospital.
  • Ensure departmental compliance with Internal Audit findings and ensure that appropriate internal controls are in place to allow timely and accurate accounting of departmental activities.
  • Work with Divisions to ensure compliance with departmental and institutional policies and procedures and expense controls.
  • Train, supervise, and develop staff who perform financial support functions for the department including accounts payable, travel reimbursements, account reconciliations, P-cards, petty cash, maintenance of faculty allotment accounts, copier contracts, parking charges, etc.
  • Oversight of all budgets including clinical, grants and contracts, operating funds, joint agreements, endowments, dowry and gifts (total account values of over $102 million).
  • Meet with the Division Chiefs and Medical Training Program Managers and administrative staff regarding their budgets.
Supervision & Development of Others (20%)
  • Directly supervises and develops the following positions - Two Budget Analysts
Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, or related field.
  • Seven (7) years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including two (2) years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources).
Preferred Qualifications
  • Master's Degree in related field.
  • Supervisory experience strongly preferred.
