Job SummaryUnder administrative direction, is responsible for managing the department's Financial Operations to include budget, finance, accounting, grant compliance, and procurement and may include contract monitoring for large and high transactional City departments or it may include providing support for multiple small and medium sized City departments. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.Work Location

  • Directs staff in the development and administration of budgetary (operating and capital) and fiscal operations.
  • Acts in a fiduciary capacity for all financial and accounting activities to include financial reporting, budget maintenance, accounts payable, accounts receivable, procurement, payroll, and time and attendance.
  • Coordinates the preparation of the annual budget and monitors the budget to ensure it reflects the proper funding levels, expenditures and revenues, and develops corrective action plans when warranted.
  • Develops and coordinates the financial impact for the Request for Council Agenda item process.
  • Establishes, maintains, and drives continuous improvement of internal accounting and administrative controls for the safeguarding of the City's assets.
  • Coordinates activities and serves as liaison with other departments, divisions, and outside groups having an interest in financial matters.
  • Assists Department in developing division and departmental policy and long- and short-term goals, which includes participating in the departmental strategic planning efforts.
  • Coordinates and prepares reports and recommendations; composes correspondence, and represents the division at conferences and meetings.
  • Develops, maintains and updates departmental fiscal policies and procedures.
  • Provides technical guidance and direction, and coordinates training for departmental staff on an on-going basis.
  • Coordinates the completion of major special projects as directed by the Director or Assistant Director of Finance.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Coordinates activities between the department and the audit community, which includes conducting reviews related to fiscal matters and developing control procedures related to audit findings to ensure compliance with City, Federal, and State Regulations and Department Administrative Directives.
  • Performs related duties and fulfills responsibilities as required.
Job Requirements
  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of increasingly responsible experience in budgeting and fiscal operations, to include Three (3) years of management or supervisory responsibility.
Preferred Qualifications
  • Certified as a CPA (Certified Public Accountant)
  • Certified as a CGFO (Certified Government Finance Officer)
  • Experience working on capital projects.
  • Experience working on various models to calculate rates.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of governmental accounting, auditing, and financial reporting.
  • Knowledge of Generally Accepted Accounting Principles.
  • Knowledge of OMB Circulars and Single Audits.
  • Knowledge of governmental/fund accounting.
  • Knowledge of principles and practices of budget preparation and administration.
  • Knowledge of automated financial and accounting systems.
  • Knowledge of planning and research principles, practices, and procedures.
  • Knowledge of administrative and management practices.
  • Skill in the proficient operation of personal computers and associated software.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to analyze and evaluate complex accounting and financial problems, documents and reports.
  • Ability to provide administrative and professional leadership and direction to subordinate staff.
