DescriptionThe City of Richmond Police Department is seeking self-directed and detail-oriented candidates for the position of Accounting Supervisor. The Accounting Supervisor (Payroll) will provide first-level supervision of the Police payroll/time management staff while managing all time-management-related functions, including those related to grants, civilian, and uniformed personnel, throughout the Richmond Police Department.Duties may include a variety of accounting services including oversight and supervision of daily time management operations; setting unit goals, objectives, and standards; overseeing changes in policies and procedures; ensuring compliance with policies and procedures and administrative directives related to time, attendance, leave, including collecting, entering, validating, and analyzing data. Provides attendance, leave balance, overtime, and other reports as needed for management. Organizes and maintains paper and electronic filing systems for time/pay data. Provides training and assistance to employees on procedures, methods, materials, and tools used for time management and leave collection; enrolls employees in timekeeping programs and systems. Acts as a liaison between the City Payroll Section, Human Resources Department, City Departments, and department employees on time management and payroll issues.Duties include but are not limited toResearch and resolve timekeeping issues; contact employees and/or supervisors to assist in the resolution of the questions/issues as needed.Respond to employee questions in a timely manner and escalate matters as needed.Maintain data integrity by performing audits on employee data and working to resolve discrepancies.Collaborate with Payroll, Human Resources, Benefits, and Management teams to distribute information and documents to employees throughout the year.Assist with other administrative duties as requested such as processing cash deposits and department reimbursements.Identify areas for process improvement and provide solutions for implementation.SUPERVISORY RESPONSIBILITIES:Oversight and supervision of daily time management operationsRecruits, interviews, hires, and train new staff in the departmentOversee the daily workflow of the payroll unitProvides constructive and timely performance evaluationsOTHER DUTIES/RESPONSIBILITIES:Ensure accurate and timely processing of payrollPrepare and maintain accurate records and reports of overtime, leave, and timekeeping activitiesEnsure time system compliance with Federal/State FLSA guidelines, overtime laws, and final pay requirements.Maintain and audit timekeeping system, including monitoring calculations, accruals, and employee access profiles.Facilitates audits by providing records and documentation to City AuditorsIdentify areas for process improvement and provide solutions for implementation.Research and resolve timekeeping issues; contact employees and/or supervisors to assist in the resolution of the questions/issues as needed.Respond to employee questions in a timely manner and escalate matters as needed.Maintain data integrity by performing audits on employee data and working to resolve discrepancies.Collaborate with City Payroll and Human Resources teams to distribute information and documents to employees throughout the year.Performs other duties as assigned.This position is considered ESSENTIAL PERSONNEL and the incumbent must be available to report to work during disasters, inclement weather, and other declared emergencies.Successful completion of an interview, and thorough background investigation, which may include a polygraph exam and drug/alcohol screening, is required. Please note that the Police Department background process may take up to 60-90 days. An applicant disqualified from the Police background process may reapply a year after disqualification.Qualifications, Special Certifications and LicensesMINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business administration, finance, accounting, or related field
  • Five years of journey-level professional accounting experience
  • Two years of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
SKILL/ABILITIES:
  • Extensive knowledge of Fair Labor Standards and time/leave management best practices
  • Excellent organization skills and attention to detail
  • Knowledge of time and attendance policies, processes, and procedures
  • Strong analytical and problem-solving skills
  • Strong supervisory and leadership skills
  • Proficient with Microsoft Office Suite or related software
  • Ability to process and maintain confidential information.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to identify and resolve problems or situations requiring the understanding of payroll principles and the exercise of good judgment.
  • Ability to create and use computer spreadsheets.
  • Ability to research, analyze, and summarize data.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
