POSITION: Training and Education CoordinatorDEPARTMENT: HealthWORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-FSALARY: $1,910.04 BiweeklyIncumbent serves as Training and Education Coordinator for the Tippecanoe County Health Department, responsible for providing onboarding of new employees, development and instruction of training materials, education navigation, policy/procedures operations, and data tracking of Core Services and KPI's for Health First Indiana reporting.DUTIES:Assists in hiring procedures including interviewing applicants, making hiring recommendations, planning and making work assignments, onboarding new staff, and providing and tracking training and certifications.Serves as Policy/Legislation liaison for division, administering Department policy and personnel operations, including developing and implementing personnel policies and procedures, coordinating new programs, and resolving problems and conflicts as needed.Creates and implements diversity, equity, and inclusion (DEI) training, including time management, conflict resolution, and any other training as needed.Navigates education needs of Department and incorporates Workforce Development plan, including educational opportunities. Assists employees with educational training enrollment, including updating, locating additional resources, and add certification/degree to their HR file.Develops Human Trafficking prevention program and works with community partners and law enforcement for awareness training.Provides and leads Mental Health First Aid training. Assists with prevention programs.Promotes awareness of and interest in public health programs among civic, school, and community groups, and target populations through speaking engagements. Ensures Health Department representation at health fairs, conferences. events and clinics.Performs website maintenance with current information, data, and facts.Ensures compliance with governmental requirements on required records including HIPAA, and the public distribution in accordance with applicable statutes. Monitors changes in legal requirements, drafting processes, procedures, and appropriate ordinances to ensure compliance.Analyzes County health needs by utilizing demographic and other statistical data. Performs special studies or surveys as indicated.Implements data tracking of Core Services and Key Performance Indicator (KPI) for Health First Indiana reporting.Performs support functions including data tracking, database management and input, proof-reading, fact-checking, and any other duties as requested.Coordinates collection of data performing data analysis and maintaining program statistics. Uses data to create reports and visual representations of findings that may be used to develop quality improvement initiatives.Maintains program statistics, evaluation, and related files to prepare various program activity reports as required.Assists Epidemiologist in conducting literature reviews and preparing reports from analysis of surveillance data, literature reviews, and other information sources using behavioral science, demographic, and analytical techniques and evaluation as needed.Performs Finance, Environmental Support Staff, and Vital Records division duties through regular cross-training to maintain Department efficiencies.Collaborates with community partners and local officials to disseminate the information and services provided by Department including progress accomplished by various implemented programs.Attends Department meetings and serves on committees and assists in other programs as needed. Attends continuing education seminars, conferences. and meetings to maintain awareness of new techniques.Performs related duties as assigned.JOB REQUIREMENTS:Baccalaureate Degree or equivalent years of experience in education, data analysis, or workforce development.Must be at least 18 years of age.Possession of and/or ability to obtain OVC & SOAR Human Trafficking Trauma Informed Training, Mental Health First Aid Instructor certification, QPR certification, DEI certification, and Catch My Breath certifications.Thorough knowledge of goals and objectives of Health Department, including federal, state. and local laws and regulations governing Department activities, with ability to ensure compliance with legal requirements.Working knowledge of state and department regulations, policies, and procedures regarding vital records, including receiving, processing, filing, certifying, releasing, and reporting information.Working knowledge and ability to make practical application of basic bookkeeping principles and State Board of Accounts requirements, including receiving and securing monies, maintaining accurate records, reconciling fund accounts, and preparing reports as needed.Working knowledge of standard office policies and procedures and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.Ability to supervise and direct assigned staff, including assisting in hiring procedures, interviewing applicants, making hiring decisions, planning and making work assignments, onboarding new staff, and providing and tracking training and certifications.Ability to perform essential functions of Finance division, environmental executive assistant, and vital records in their absence.Ability to serve on various committees, prepare and deliver public presentations, and represent TCHD as needed.Ability to properly operate standard office equipment including, computer, calculator, printer, and telephone.Ability to effectively communicate orally and in writing with co-workers, other County departments, various state and federal agencies, public health organizations, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.Ability to work alone with minimum supervision and with others in a team environment. work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions, often under time pressure.Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.Ability to occasionally work extended, evening, and/or weekend hours, and travel out of town for training and meetings, sometimes overnight. Incumbent responds to emergencies from an off-duty status.Possession of a valid driver's license and demonstrated safe driving record.DIFFICULTY OF WORK:Incumbent functions in accordance with established goals and objectives, legal requirements, and standard professional practices, exercising judgment to review and revise policies, trainings, and supervise vital records personnel. Incumbent's work involves a broad variety of public health duties, frequently requiring careful consideration of both individual and department-wide situations.RESPONSIBILITY:Incumbent makes a major contribution to department operations involving department wide onboarding and training of new employees, tracking current employee trainings, certifications, and new educational opportunities, development of new training opportunities, updating/creating policies and procedures, ensuring compliance with all legal requirements, and data tracking for Core Services and KPI's for Health First Indiana funding. Work is reviewed for soundness of judgment, compliance with legal requirements, and attainment of department goals and objectives.
