This Job Description reflects the general details considered necessary to describe the principal functions of the job identified and shall not be construed as an exhaustive description of all the work requirements inherent in the job.GENERAL JOB OBJECTIVE:The Common Management Unit is a government organization, managing The Global Fund grants to implement AIDS, TB & Malaria care projects all over the country through public and private sector organizations. The Program Manager (HIV/AIDS) is responsible for implementation of the Global Fund HIV/AIDS grant activities as per the approved work plan detailed in budgeted work plan and performance framework. The incumbent will supervise all project activities, ensuring the accuracy and integrity of all processes and timely reporting. The Program Manager will support and facilitate the development of monthly & quarterly plans, quarterly reviews of SRs.KEY JOB RESPONSIBILITIES:The Programme Manager reports to the National Coordinator and works closely with HIV/AIDS technical, financial and procurement teams.
Programme Manager is responsible for management of the Global Fund grant, coordination of grant implementation of the Global Fund grant activities. They actively participate and effectively coordinate grant application, grant making and reprograming processes.
Oversight for program implementation
The Programme Manager ensures implementation of programme strategies, with a focus on improving the coverage and quality of patient-centred services across the treatment cascade;
Management of the grants implementation unit to achieve the performance indicators agreed with the donor and in line with the approved Budgets and Work Plans, ensuring timely implementation of activities;
Planning activities, organising meetings with staff, following-up on critical issues, prioritization of strategic issues and working towards progress on institutionalization of activities;
Working closely with all stakeholders on the issues of planning, linking programmatic and operational processes and ensuring reaching of planned deliverables;*Preparation and submission for consideration of the Country Coordinating Mechanism (CCM) of necessary changes and amendments, arising in the course of grant implementation in order to achieve grants results in accordance with the Project Documents and Annual Work Plans;
Participation in recruitment processes of grant personnel and consultants (development of Terms of Reference, participation in short listing of candidates/desk review, acting as a member of the Interview Panel when appointed), providing regular guidance and advice to the grant staff, assessment and evaluation of their performance; provision of on-going feedback to personnel;
Financial and substantive monitoring and evaluation of the grants, identification of operational and financial problems, development of solutions;
Timely preparation and submission of progress reports and financial reports to CCM and GFATM;
Liaising with relevant national and international stakeholders. Especially as a focal point for liaising with provincial programmes to ensure effective guidance, grant information and priorities are shared from federal level, as well as ensuring that complete data is reported back in a timely manner and in a format that enables analysis;Supports strategy development, strengthening of partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
Support of the national strategic planning processes for the HIV programme, based on evidence gained during implementation;
Support of the National Monitoring and Evaluation System;
Take leadership in strategy development formulation to ensure that the response achieves impact.
Facilitate meaningful engagement of civil society in the national response based on experiences and lessons learnt and normative guidance to ensure that no one gets left behind;
Preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new partnership, active contribution to the overall office effort in resource mobilization;
Identify and share best practices in implementation and management of the HIV/ AIDS grants at the PR and international levels.
Identifies capacity needs/gaps of sub-recipients and develops capacity development strategy:
Development and building-up of strategic partnership key stakeholders;
Development of the capacity of the key national authorities, SR and implementation staff.WORK INTERACTIONS:

  • Purpose: For guidance and provision of field trends on the desired indicators for technical and programmatic reports
Elligibility:
  • Qualification: MBBS , MPH
  • Max Age: 50 Years
  • Experience Minimum 10 Years working experience in Public Health Programs with 5 years managerial experience in donor funded project with experience of managing team of people
  • MBBS with Masters in Public Health from recognized university. Advanced University Degree and/or additional trainings and courses received in management will be preferred.
  • Minimum 10 Years working experience in Public Health Programs with 5 years managerial experience in donor funded project with experience of managing a team of people. Experience of working with various stakeholders including non-governmental organisations especially in TB, HIV/AIDS or other infectious diseases is an asset and is preferred. Evidence of working experience in projects is required.
  • Skill Set: Effective communication and interpersonal skills to collaborate with diverse stakeholders. Strong organizational and project management abilities with analytical, problem-solving skills is required. Excellent command in English language, grant proposal and report writing with good communication and presentation skills.
