- Monitor the budget of the delegation and ensure accurate accounting, authorization & internal control procedures.
- Oversee, prepare and review project cash flows and cost control measures.
- Provide financial management advice on revisions of budgets, preparing periodical forecasts and any changes needed
- Ensures accurate recording of the delegate expenses including management of the PCO Petty Cash Fund.
- Responsible for monitoring of bank balances to ensure enough funds are always available depending on the programme needs
- Coordinate the compilation of the delegation's budget and financial plan, under the direction of the Country Representative coordinated with CRC NHQ
- Management of fixed assets list.
- Actively participate, query and highlight on any perceived/ possible financial risks in relation to contracts, memoranda of understanding or agreements
- Monitor and follow-up consortium/bilateral Partnership Agreements to ensure that required financial reports are submitted on time
- Maintain all financial documentation for the projects
- Conduct project finance monitoring visits including review of the accuracy of financial transactions (including supporting documentation)
- Review, validate and analyse field financials reports submitted by Partner NS and Host NS
- Flag significant variances and provide detailed analysis on variances and report to Country Representative and Project Manager.
- Coordinate audits as per Program Agreements
- Ensure operations adhere to policies and regulations
- Ensure the proper administrative functioning of the project, coordinating the purchases, the inventory control and other administrative activities.
- Management and control of assets, equipment and supplies in CRC Delegation
- Support to project logistics, including coordination with PRCS counterparts on administrative support for accommodation, travel, visas, and local transport
- Manage logistics requirement for CRC related activities (including, visits of delegates, workshop led by CRC etc.)
- Ensure that accurate office filing, and archives systems are in place and maintained.
- Maintains professional and technical knowledge by attending educational workshops; benchmarking professional standards; reviewing professional publications; establishing personal networks.
- Organize and supervise other program activities (recycling, renovations, event planning, etc.)
- Support the country representative in key functions such as coordination, management and higher-level administrative responsibilities.
- Responsible for the project and program staff and Volunteers and PRC CRC stakeholders contracts by updating the tracker from time to time regarding the start and end dates of the employee
- College graduate in Finance or Accounting or equivalent of four- or five-years course in relevant degree or equivalent qualification.
- Preferred professional Certification in Accounting (CPA)
- Minimum of 3 years relevant work experience in Finance, Project Accounting, and Financial Systems
- Preferred experience with Red Cross/Red Crescent and/or working for an International Non-Government Organization
- Demonstrated experience in mentoring staff in finance policies, systems, and procedures
- Strong commitment to the Principles of the Red Cross and Red Crescent Movement
- Willing to work onsite in Mandaluyong
- 13th month salary
