To assist Rolling Stock & Permanent Way Manager in Planning and managing the Preventive / Corrective Maintenance and Overhaul on Permanent Way Maintenance Sub-system. To ensure the implementation is conducted as per maintenance Plan and Budget. To ensure compliance to Standard Operating Procedures, safety and regulatory requirements to achieve Permanent Way System availability and reliability targets, in supporting daily train Operations. Operations & Maintenance Strategize, develop and review Permanent Way maintenance plan in order to ensure the performance objectives are met. Establish an effective planning strategy to assist the Head of Department in planning the allocation of manpower and resources to optimize department productivity. Ensure the effective control of maintenance records for future reference and to support data analysis, technical investigation and audit. Manage departmental procurement process and ensure the availability of spare parts in ensuring the maintenance activities could be carried out effectively to minimize system downtime. Control and monitor maintenance activity of the equipment that belongs under custodian of Department in order to ensure its serviceability to support permanent way operation. Provide support in troubleshooting the repetitive or prolong system failure and monitor the effectiveness of the solution to ensure the system downtime could be minimized. Predictive / Preventive / Corrective / Overhaul Strategize, plan and manage resources requirements & availability (manpower, tools, vehicle and equipment, parts, training) to undertake Rail & Equipment Maintenance (REM) Sub-system's Predictive / Preventive / Corrective / Overhaul Mainline at the entire mainline and machinery based on Predictive / Preventive / Corrective / Overhaul Plan and Schedule. Control the implementation of Predictive / Preventive / Corrective / Overhaul conducted by sub-ordinates and provides technical advice and coaching to ensure work done according to SOP, Plan and Schedule. Ensure rectification works on defects are attended immediately upon detecting defect (Corrective Maintenance) during Preventive Maintenance inspection activities. Work together internally as well as with other departments i.e. Rolling Stock, System, Power, Facilities, Field Operation and Other Shared Services Departments. Review monthly Predictive / Preventive / Corrective / Overhaul reports to ensure works done are as per Maintenance Plan and Schedule, work within timeline and budget as well as to identify persistent/repetitive/predictive problems to be highlighted to Maintenance Analysis for action. Rescue & Recover Management Implement Permanent Way System Rescue and Recovery Plan and Alternative Service Plan in times of emergency and mitigate train/guideway system failures, accidents/incidents and damage control in the effort to safe life, assets and environment. In the event of train / guideway systems failure, lead maintenance teams to contain and mitigate the situation as per Permanent Way System SOP. Conduct investigation and prepare accidents/incidents report, propose and recommend preventive/improvement to avoid recurrence and lessons learnt. Equipment Design Provide technical detail REM's system design against the existing infrastructure for enhancement to determine the availability, feasibility and cost optimization to meet maintenance organisation requirements. Prepare REM's system scope of work, specifications, bill of materials etc. for tender purposes. Participate in the technical evaluation tender exercise, factory acceptance and works implementation to ensure all technical requirements are fulfilled. Reliability / Availability / Maintainability and Safety (RAMS) Develop, control and monitor the RAMS requirement for all system under Permanent Way. Reliability is a system's ability to perform a specific function and may be given as design reliability or operational reliability. Availability is the capability of a system to be considered in a functioning state. Maintainability is determined by the simplicity of a system to be repaired or maintained. Safety is the requirement no to harm people, the environment, or any other assets during a system's life cycle. Requirements Bachelor's degree in mechanical engineering Minimum 10 years working experience in various engineering discipline with deep knowledge and exposure in the maintenance activities. Experience in Railway and RAMS are added advantages.
