Position: CWS Program Operations Lead (APAC)Company: MNCWorking Duration: 24 months contract with PERSOLKELLY (Contract extension/conversion to permanent based on performance)Working Location: Work from HomeWorking Day/Hours: Monday - Friday, Flexible working hour (APAC region)Salary: Basic up to RM 7,000 - 10,000 (Based on qualifications + experiences) with statutory contributions + leave entitlement + medical coverageThis resource will be responsible for support and leading CWS program initiatives in the APAC countries. (Australia, China, Hong Kong, India, Japan, Malaysia, New Zealand, Singapore, South Korea, Taiwan, and Thailand). Act as the main point of contact at company for all PERSOLKELLY countries in the delivery of services in APAC.As the CWS Operations Lead for either the EMEA or APAC region, you will be part of the global Strategic Sourcing and Procurement Team, and report to the Global Program Manager for the Contingent Workforce program. You will lead contingent workforce operations activities in the European or Asia Pacific regions as well as support other assigned HR procurement activities. You will work closely with the relevant internal stakeholders, the Managed Service Provider (MSP) in the region and with external suppliers.Job Responsibilities:
  • Develop ongoing relationships with representatives of the MSP (Master Service Provider) and their network of suppliers providing contingent workers in your assigned region
  • Lead the daily operations of the Contingent Workforce program with the MSP in your region
  • Monitor program KPIs to ensure alignment with success criteria and guidelines
  • Ensure the program is generating the expected cost reductions
  • Ensure local country and internal policy requirement are adhered to
  • Guide the MSP on any commercial aspects
  • Act as a liaison and point of contact for the MSP and troubleshoot escalations
  • Act as a liaison and point of contact for company supervisors and managers
  • Lead HR-related procurement tasks as assigned
  • Establish and maintain collaborative relationships with senior HR stakeholders and with Regional Procurement Leaders in order to gather feedback, understand category pain points, opportunities, and influence category strategies
  • Achieve a defined set of corporate and procurement objectives, including savings, service delivery, risk mitigation through compliance, and source-to-pay process improvements
  • Conduct supply market research to provide category intelligence and benchmarks on industry dynamics, trends and best practices
  • Develop and coordinate relevant sourcing activities
  • Develop effective supplier negotiation plans and strategies
  • Implement Supplier Relationship Management (SRM) programs with key suppliers to foster innovation, track performance metrics and ensure ongoing continuous improvement
Job requirements:
  • Bachelor's degree or higher
  • 2-5 years' experience with workforce operations, compliance, and/or policies
  • Experience with program improvement initiatives
  • Contingent workforce program operations experience
  • MSP (Manage Service Program) program experience
  • Experience working across multiple countries and time zones
  • Ability to read, write, and speak in English, and any other regional language
  • Ability to work cross-functionally in a matrixed organization
  • Knowledge about local employment laws with countries in your assigned region
  • Understanding of time & attendance; billing & invoicing; and accounts payable processes
  • Experience with Workday, SAP, or other ERP
  • Experience with Vendor Management System (VMS) software
  • Adventurous personality
