Job Description Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley. Under the general direction of the Program Delivery Support Assistant Manager and Authority Director of Environmental Services, this position is responsible for supporting the preparation of applications for regulatory permits and amendments thereto, environmental and permit compliance, and procurement of mitigation, as well as preparing and reviewing reports, reviewing design plans, and representing the Authority in meetings with regulatory agencies. . Review and provide guidance on permit applications, technical reports, and environmental document sections pertaining to natural resources . Participate in meetings and review project design documents .Provide environmental and permit compliance guidance . Interface with the Authority's Project and Construction Management teams, regulatory agencies, and non-governmental organizations . Prepare documentation necessary to support procurement of compensatory mitigation . Other duties as assigned Basic Job Requirements . Accredited four (4) year degree in biology or global equivalent in applicable field of study and four (4) years of work-related experience . Experience preparing biological studies and environmental impact assessments, including biological assessments, due diligence analyses, and special-status species surveys and construction monitoring on lands throughout California. . Knowledge of State and federal environmental laws and regulations, including the California Environmental Quality Act, National Environmental Policy Act, Sections 2081 and 1600 of the California Fish and Game Code, Clean Water Act, and Endangered Species Act. Preferred Qualifications . 10 years' experience with a focus on environmental approvals and permitting . Masters degree in biology or similar discipline . Proficiency and knowledge of computer software Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook . Experience performing biological surveys (Federal/State protocols), preparing biological technical reports, biological assessments, and regulatory permit applications, and coordinating with federal/State regulatory agencies To be Considered Candidates: Must be authorized to work in the country where the position is located.
