Divisional Health & Safety Manager - ManufacturingJob Description:
Reporting to the Divisional Manufacturing Director, the Health & Safety Manager will be responsible for the continued development and implementation of the Health & Safety Framework for the Division with the objective of developing a positive safety culture through the engagement of all employees in the creation of an environment of Zero Harm.
The Health & Safety Manager will work with each of the business units to support them in their understanding & implementation of the Health & Safety Framework, providing the necessary coaching and support for Health & Safety and Operations leaders as required.
The Health & Safety Manager will create an environment of collaboration and sharing of best practices and implemented improvements in the Division with the development of working groups to bring the business units together.
The Health & Safety Manager will validate the quality of implementation of the Health & Safety Framework on each site with regular site based audits using this process as an opportunity to develop the skills of the Operations team.
Main Responsibilities:
  • Support the implementation of the existing Health & Safety Framework on all sites, conduct site audits to validate the quality of deployment and continuously improve the standard.
  • Review and improve the quality of supporting information/examples defining the standard requirements for each of the elements within the Health & Safety Framework.
  • Support the implementation of ISO 45001 on all sites, conduct site audits to validate the quality of deployment and continuously improve the standard.
  • Ensure that all sites have developed a legal register and are meeting all legal responsibilities, ensure non-compliance is escalated as required to the correct level of business and divisional responsibility for awareness and resolution.
  • Implement a standard approach to accident reporting & investigation on all sites.
  • Support the development of unsafe condition & unsafe act reporting on all sites.
  • Support the implementation of the Behavioural Safety Visit methodology at all sites, evaluate the quality of implementation and develop tools to continuously improve the quality of this activity.
  • Ensure all sites have completed a robust risk analysis of all activities, review the outcome of this assessment for quality and ensure all identified high risks are being acted on.
  • Implement a standard approach to evaluate machinery safety on all sites and ensure all identified high risks are being acted on.
  • Evaluate current competancy levels and support the development and training of the operations teams as required to ensure the right competencies exist on all sites.
  • Collate safety data for the Division from all sites and submit monthly to the Division & Group.
  • Complete Quarterly review of the deployment of the Health & Safety Framework, associated Health & Safety performance and progress of improvement initiatives for the Division and present to the Division Executive Team.
  • Coordinate Annual Health & Safety Day for the Division.
  • Coordinate Safety related communication and key messaging for the Division.
Previous Experience & Qualifications:
  • Development & implementation of a Health and Safety Framework/Strategy and the associated supporting safety standards.
  • Implementation and management of ISO 45001, including lead auditor status.
  • 3rd level Health & Safety Management qualification, 3rd level Engineering qualification.
  • Knowledge of Health & Safety legislation and development of a legal register.
  • Completion of factory safety audits & associated reporting, accident investigation, risk assessment, behavioural based safety observation.
  • Coaching/training of key Health and Safety topics including acident investigation, risk assessment, behavioural based safety observation etc.
  • Previous experience within a manufacturing environment in a Health & Safety role.

  • Strong written and verbal communication skills with the ability to influence effectively at all levels of the organisation.
  • Capacity to implement change, with the ability to challenge the status quo and ensure improvements are implemented in a complex environment.
