The Department of Agricultural Resources seeks applicants for a Grants Coordinator to perform the following duties:Responsibilities include:-Investigate grant opportunities and solicitations for proposals that may benefit the mission of MDAR and/or the Massachusetts agricultural industry, catalog and convey such opportunities to appropriate MDAR program staff and/or industry representatives.-Develop and submit federal grant funding proposals and cooperative agreements; monitor and ensure accuracy in federal grant spending; process federal reimbursement requests as needed, reconcile grant expenditures to revenue and meet all federal reporting requirements.-Complete all necessary federal paperwork involving financial reporting and reimbursement for federal grants and cooperative agreements.-Audit compliance of vendors to grant awards-Assist program coordinators in the drafting of contractual documents and budgets for goods, services and grants to ensure that these are compliant with all applicable state and federal program requirements and regulations.-Ensure the completeness of grant files to meet all auditing requirements.-Assist in the development of MDAR Requests for Responses (RFRs) for goods and services.-Ensure compliance with all existing and new policies form the Operational Services Division (OSD).-Maintain and update files-Meet and assist auditors on all issues pertaining to procurement matters and federal grant management.-Ensure encumbrance and expenditure compliance for grant programming.-Using MMARS and/or the Commonwealth Information Warehouse (CIW), query periodic federal grant transactions as needed to track expenditures, receivables and revenue. Recommend corrective action for any discrepancies identified to the Fiscal team.-Other related duties as assigned.QualificationsFirst consideration will be given to those applicants that apply within the first 14 days.Minimum Entrance Requirements:Applicants must have at least (A); four years of full-time, or equivalent part-time, professional, supervisory, managerial or administrative experience in public administration, business administration or business management, and (B) of which at least two years must have been in grants management, contract administration or contract management work, or (C) any equivalent combination of the required experience and the substitutions below.Substitutions:I. An Associate's degree with a major in business administration, public administration, or business management may be substituted for a maximum of one year of the required experience.*II.
