- Providing in depth understanding of FEMA’s Public Assistance Program and Policy Guide, along with FEMA policy guidance documents related to COVID-19.
- Providing guidance on COVID-19 project formulation and eligibility.
- Performing assessment of project work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
- Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly align with the completed approved grant SOW.
- Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
- Monitoring processes that assure federal post-award grant compliance requirements are being met by state agencies and local jurisdictions on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.
- Providing programmatic and technical assistance, performing program reviews, and project analysis as required.
- Development of federal grant applications (FEMA Project Worksheets) for all Categories of Work, providing review and quality assurance as to damage descriptions, scope of work, cost estimates, and general content.
- Collecting, analyzing, organizing, and summarizing financial data.
- Formulating large and small projects and performing validations.
- Assisting with preparation of change of scope requests, alternate project requests or improved project requests.
- Guiding applicants through the entire grant process, with experience using Grants Portal and/or Grants Manager.
- Providing project reviews for partial and final payment requests.
- Participating in meetings as directed.
- Fundamental understanding of finance and accounting principles with the ability to document/consolidate data from detailed source documentation (timesheets, equipment records, invoices, etc.).
- High proficiency with Adobe Acrobat and Microsoft Office Suite applications, and ability to quickly learn new computer software, programs, or tools, and utilize various video conferencing tools.
- Strong verbal and written communication skills.
- Must be initiative-taking, responsible, and confident with a commitment to integrity.
- Must possess high diligence, be very organized and able to prioritize multiple projects while meeting deadlines.
- Must have a proficient understanding of concepts from applicant intake through project and subrecipient closeout.
- A bachelor’s degree in disaster management, business administration, finance and accounting, public administration, and/or a related field.
- Minimum of 3 years of professional experience working in the FEMA Public Assistance grant program.
- Experience working with Federal, State and Local Governments on the PA program.
- Prior experience supporting COVID-19 project formulation and project closeout for the FEMA PA Program.
- Financial auditing experience related to government funding, non-profit grant management, and/or general business operations.
- Business, financial, and/or government consulting experience is preferred.
