please call (916) 323-8579.Telework opportunities may be available for this position.Will consider an Associate Governmental Program Analyst.Scope of Position:Under the direct supervision of the Staff Services Manager I, Supervisor, the incumbent will perform the duties associated with purchasing Information Technology (IT) and Non-IT Goods and Services (excluding IT Service Contracts) as well as processing reimbursable Interagency Agreements (IAs) for the Department. Duties below will change depending on classification selected.Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)
  • Independently interpret and apply all the applicable laws, rules and regulations, in the State Contracting Manuals, State Administrative Manual, Public Contract Code, Government Code, State Information Management Manual, Statewide Contracts, Leverage Procurement Agreement Instructions, externally-imposed procurement mandates and directives, and State Controller's Office (SCO) internal departmental policies, etc.
  • As FI$Cal Requisition Approver 2, independently review and approve/deny requisitions; communicate with division staff to clarify needs and/or scope of work, offer options, and provide guidance on proper procurement procedures.
  • Determine the best acquisition method for individual transactions purchases.
  • Secure pre-solicitation exemptions from existing sources and/or control agencies such as Prison Industry Authority, Office of State Publishing in addition to SCO internal exemptions.
  • Independently prepare solicitation documents and FI$Cal purchase orders (POs) and multi-year Procurement Contracts
  • Ensure Small Business and Disabled Veteran Business Enterprise procurement requirements and best practices are followed.
  • Evaluate bid packages to verify they are responsive and responsible.
  • Secure appropriate approvals on all POs and dispatch POs to contractors; maintain detailed procurement-related files and records; distribute to division coordinators, and Departmental Accounting Office.
  • Complete and submit post-award notifications to agencies such as Fair Employment and Housing and Employment Development Department.
  • Independently analyze and coordinate with Departmental Accounting on PO encumbrance concerns; month-end and year-end activities; Procurement Card (P-Card) purchases and reconciliation; receiving; and other related issues and/or effects of FI$Cal functionality changes.
  • Actively participate, make recommendations for process improvement in team meetings, and contribute to the quarterly newsletter.
  • Actively participate in the development and presentation of group and/or one-on-one procurement training for all SCO FI$Cal PO Module end users.
  • Initiate the development of new policies, when applicable, and maintain existing ones to ensure the most current information is included; document and respond to procurement and/or FI$Cal issues; independently analyze changes as they pertain to processing requisitions, POs, Procurement Contracts, receipts, change orders, invoices, encumbrances, reports, etc., and make process and/or policy recommendations based on the findings.
  • Peer review Non-IT Goods and IT Goods and Services POs for completeness and compliance with the State laws, regulations, and SCO policies.
  • Consult and collaborate with SCO Information Systems Division staff to complete complex infrastructure purchases.
  • Provide assistance/guidance related to FI$Cal Requisitions, POs and/or Procurement Contract requirements to all levels of division staff.
  • Provide training to division end-users transacting in FI$Cal.
  • Take initiative to develop, implement, and maintain job aids, step-by-step crosswalks, and training materials.
  • Review IAs for accuracy; secure approvals and send to agencies for full execution.
  • Independently provide guidance and oversight of IAs submitted by division coordinators; review for proper contracting language and references; and provide any findings to division coordinators.
  • Independently maintain and analyze purchasing information to aid in the preparation of mandated reports.
  • Perform special projects in response to requests including, but not limited to: analysis on a variety of administrative issues.

  • Experience working in FI$Cal.
