What the role is:The Strategic Planning and Policy Division (SPPD) in the Ministry of Law oversees the ministry's strategic planning process, transformation efforts, and the development and review of policies relating to community legal services. While officers are hired for specific roles within the division at the start, officers have the opportunity to work in different or multiple sections within the division, taking into consideration the officers' competencies and development needs, as well as the needs of the division. The Performance & Evaluation Unit sits within the Strategic Planning Office, to coordinate and drive performance evaluation of programmes across the Ministry HQ and at the family-level, in line with WOG initiatives. Key areas of work include: (i) Develop and implement a robust Programme Evaluation Framework to review and monitor the progress of various programmes (ii) Conduct implementation evaluations, follow-up on recommendations and share learning points across Ministry HQ, with our statutory boards and at the WOG-level (iii) Support capability development across Government through training sessions to build evaluation capabilities (iv) Enhance public accountability to ensure programmes supported are value-for-moneyWhat you will be working on:The officer will be part of a team that drives and coordinates MinLaw's performance and evaluation efforts, in close partnership with MinLaw's divisions, and Statutory Boards, to achieve strategic alignment across the various functions of the Programme Evaluation Framework. Key responsibilities include: (i) Working with the divisions and Statutory Boards to conceptualise and develop a Programme Evaluation Framework to implement across MinLaw. The Framework should include pre-, during- and post evaluation of the programmes' implementation progress; (ii) Championing sharing and training sessions to support development of evaluation capabilities within MinLaw and across Government; (iii) Understanding and contextualising broader WOG value-for-money efforts into specific performance monitoring indicators to enhance public accountability; and (iv) Coordinating regular report progress updates to MinLaw's management and MOFWhat we are looking for:*Key Competencies* • [Corporate Performance Reporting]: Prepare reports and communicate corporate performance results to senior management and key committees in a clear and concise manner, while managing sensitivities well • [Corporate Delivery Optimisation]: Establish clear processes to optimise resource utilisation, better deliver customised professional advisory and services to operational departments, and enhance the internal customer experience • [Programme Implementation]: Implement, monitor and control all aspects of a programme, strategically utilising resources to achieve the objectives within the agreed timelines, costs and performance expectation • [Programme Implementation Review and Evaluation]: Determine programme evaluation design, purpose and objectives, and manage resources to deliver high quality and timely programme evaluations; Gather customer feedback and key insights to identify areas for improvement, implementing enhancements to improve programme delivery *Work Experience / Personal Traits* • Possess strong planning and organisational abilities, so that he/she may oversee multiple projects. • Possess strong quantitative, synthesis and lateral thinking skills. • Be resourceful and able to identify and tap on, or seek resources, to implement action plans. • Possess strong interpersonal skills and ability to network and work across boundaries to foster greater collaboration. • Possess excellent verbal and written communication skills. • Be highly self-motivated and resilient. Academic training in Business Administration/ Business Management/ Economics, with relevant experience in strategic and corporate planning, and business process review-related work would be an advantage.
