The Director has overall responsibility for the effective and efficient leadership and management for the portfolio planning, reporting, finance, decision support, and co-ordination of resource planning across the relevant area of business to which they are assigned. The role will also entail planning and maintaining the Management & Administrations budget and expenditure, charging practices, and all activities necessary to co-ordinate Gating and Sanctioning. Additionally, they will co-ordinate relevant and/or specifically assigned functional support as required including: Information Technology/Management (IT/IM), Asset Management, Site Planning, Program Office, Finance & Decision Support, and Supply Chain Management, which may vary by location.Does this pique your interest?   • Facilitating the development of Environmental Remediation Management portfolio and Nuclear Liability Legacy Strategy and Liability (Hazard) Reduction Roadmap including configuration control of the liability cost estimate.
  • Management of trend process providing early identification of potential impacts to the portfolio arising from both strategic planning as well scope and performance issues arising from the programs and projects.
Monitoring & Reporting
  • Co-ordinating the preparation of timely mission level reporting including safety, performance, resource management/ hiring information and PEMP information for the VP report and all material that may be required for reporting to Atomic Energy of Canada (AECL).
M & A Budget Accountability
  • Accountable as Control Account Manager for Common Element control accounts, including defining budgets, updating forecasts and estimates-to-complete, authorizing expenditures, monitoring monthly spends, conducting variance analysis and recommending appropriate corrective action, monitoring and verifying accuracy of charges, and completing monthly variance analysis reports
Decision Support
  • Providing financial decision support including the provision of financial data and information in support of performance management, business cases, project change requests, requests for sanction and net present value calculations in support of maintaining the liability cost estimate.
Gating and Sanctioning
  • Working closely with Program Directors, Projects, and Supply Chain Management teams, ensure the effective co-ordination and timely submission of Projects Sanction Requests, Project Change Requests (PCR) and key procurements to the Executive, CNL and CNEA Boards.
  • Maintaining and proceeding with planning activities on the Gate Progression Schedule and documents submitted to the CNL and CNEA board including the necessary co-ordination with the PMO and office of the company secretary.

  • Analyze and strategize to formulate high-level plans and objectives to meet mid to long-term goals.
  • Demonstrate strong financial management capability, with robust understanding of the CNL and federal government processes used for business planning, budgeting, forecasting, accounting, and reporting functions.
  • Understand supply chain management and key elements of contracting strategies.
  • Demonstrate capability to perform at a senior level to accomplish WL and CNL objectives, and to professionally represent WL in local communities, and at national and international venues.
  • Act as liaison between AECL and CNL for all ERM contractual issues.
  • Build strategic subcontractor alliances, negotiate major subcontracts, and resolve subcontract disputes.
  • Enforce management expectations regarding safe work practices.
Experience
  • Proven problem solving, planning and organizational skills and demonstrated competency in leading others to deliver the expected results on a diverse set of objectives, on time and on budget.
  • A mature knowledge of CNL’s business policies, programs and procedures, Oracle business systems, and Microsoft Office software applications would be an asset.
  • Previous knowledge / experience with the workings and products of Primavera scheduling software, formal risk management frameworks and project scope breakdown and cost account structures would be beneficial.
  • Working knowledge of managing projects using EVMS would be an asset.
  • Knowledge of insurance and legal provisions for contracts relating to assets.
  • Knowledge of CNL policies and processes for the procurement of goods and services.
  • Experience in the acquisition, development, and oversight of human resource functions.
Education
  • University degree in a discipline relevant to the role or at least 10 years of progressive senior management experience leading multi-disciplinary business teams, ideally in the nuclear industry or complex regulated business environment.
  • Certification in Project Management, Commercial Management or general Business Administration would be an asset.
Security clearance eligibility requirement
Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.Working Conditions:
