CARESTL HEALTH is a Non for Profit, Federally Qualified Health Center (FQHC) serving St. Louis communities and school-based operations.CareSTL Health is seeking a Chief Health Officer (CHO) Under the direction of the Chief Executive Officer, the Chief Health Officer is the lead clinician in charge of all aspects of medical, dental and behavioral health patient care services provided by CareSTL Health including clinical aspects of ancillary services such as radiology, laboratory and pharmacy, nursing and dental services. Working from a solutions-oriented approach, the Chief Health Officer monitors clinical performance to ensure medical, dental and behavioral health services and operations are in compliance with all applicable regulatory and licensing agencies. As a member of the Executive Leadership Team, the CHO is responsible for implementing, reviewing and developing clinical protocols, performance objectives, productivity benchmarks, compliance measures, provider workflow planning and provider scheduling. Also, the position serves as coach/mentor/trainer to staff providers, giving guidance in best practices, troubleshooting of medical, dental and behavioral health services and operations issues in priority of urgency according to CareSTL Health policy and FQHC standards. The CHO will also represent the Center at required meetings with affiliated agencies. As a licensed MD the Chief Health Officer will also provide direct patient services in addition to their duties in administration. (Administrative time - 80% and Clinical 20%)ESSENTIAL FUNCTIONS:The following information is considered the definition of essential functions but does not restrict the tasks that may be assigned. The Chief Health Officer (CHO) may be reassigned duties and responsibilities at any time due to reasonable accommodation or other staffing reasons.
  • Assists the CEO, Officers and Key staff in developing and implementing the Health center's mission and strategic plan.
  • Demonstrates, through behavior, CareSTL Health's core values of customer services, community collaboration, comprehensive, compassion and competence.
  • (1) Participates as key member of organization's Executive Leadership Team (ELT) to develop and maintain a strategic plan for the controlled growth, expansion, and/or development of programs and sites for CareSTL Health; solve existing and anticipated clinical organizational problems; and formulate and/or revise policies that will enhance the achievement of the organization's goals. Attends all ELT meetings with the overriding and ongoing goal of integrating clinical and non-clinical aspects of CareSTL Health operations and services.
  • (2) Oversees Risk Management and directs the Quality Assurance and Improvement (QA&I) process for CareSTL Health, with overall responsibility for supervision of the QA&I program, ensuring that quality and appropriateness of care are monitored and that appropriate actions based on monitoring results are taken. The Chief Health Officer is responsible for removing barriers to achieving quality in medical, dental and behavioral health care and for reporting to internal and external committees and entities, as required.
  • (3) Manages administrative responsibilities such as clinical budget/finance management, and personnel management for clinical staff. In collaboration with the Chief Medical Officer, Chief Nursing Officer, Chief Dental Officer uses a solutions-oriented approach to solve personnel issues in a timely manner including performance failures and violation of standards of care or personnel policy. Performs due diligence in matters related to clinical practice in full compliance of the medical licensing board, the Missouri business and professions code, HRSA Office of Regional Operations (ORO /OPR), and other regulatory agencies.
  • (4) Designated as the clinical lead for Patient Centered Medical Home. Responsible for establishing systems of accountability for all providers to include productivity benchmarks, performance measures and controls for clinical quality assurance. Documents clinical protocols in a manner that is easily understood and can be followed by all clinical staff. Performs hands-on training of new and developing clinical practices based on changes in a regulatory or best practices.
  • (5) Participates in the recruitment of qualified clinical staff including interviewing and recommendation for hire. Monitors and assists with the new-hire orientation process to ensure consistency in training among all clinical providers.
OTHER FUNCTIONS
  • Together with the CEO, provide clinical leadership for assigned projects

  • Responsible for clinical decisions for Radiology, Laboratory, Pharmacy, Nursing and Dental
  • Ensures medical, dental and behavioral health services and operations are in compliance with all applicable regulatory and licensing agencies. Assesses all matters of clinical compliance and provides timely recommendations for corrective action and quality improvement. Provides guidance and supervision of clinical laboratory operations to ensure compliance with CLIA and other agency requirements
  • Establishes and/or maintains working and collaborative relationships in the Health provider community, on behalf of and in accordance with formal understandings of CareSTL Health.
  • Develops relationships with hospitals and specialty providers for referrals and for provision of inpatient care, seeks out available medical, dental and behavioral health resources, and secures access for CareSTL Health patients.
  • Represents CareSTL Health to consultative and advisory bodies; to collaborating agencies, such as Integrated Health Network (IHN) and Missouri Primary Care Association (MPCA); and at specific institutions, as requested; participates in meetings, conferences, etc., on behalf of CareSTL Health and to further collaborative efforts with these organizations and institutions. Represents CareSTL Health in roles as Health care provider and as executive of CareSTL Health.
  • Provides leadership, vision, and direction in developing new medical, dental and behavioral health service delivery areas for CareSTL Health; directs, monitors and evaluates programs, revising and adapting as necessary and/or
  • Appropriate; assists in formulation and/or revision of medical, dental and behavioral health program/clinical services policies and protocols.
  • Works closely with Chief Executive Officer to provide direction regarding all clinical issues related to patient care.
  • Provides overall direction and coordination of continuing medical, dental and behavioral health education, training, and support for Health care personnel; chairs provider meetings and collaborates with appropriate staff for clinical meetings; assists in medical decision-making, as requested and as necessary or prudent.
  • Provides direct clinical medical, dental and behavioral health services in the area of board certified (or board eligible) medical specialty in accordance with the highest applicable standards of medical and professional practice and in full accordance with Health center protocols and policies.
  • Demonstrates commitment to, and understanding of, Health's Service Excellence Standards, by modeling service excellence in all internal and external relationships, addressing service excellence deficits in staff, and in performance of all duties and responsibilities of this position.
  • Provides additional assistance within and outside of clinical arena, as requested and/or as appropriate, to ensure the ongoing success of the organization.
  • Writes Health Care plan with outcome based statistical measures and is responsible for seeing that provider staff follows the Health Care Plan to achieve outcome based clinical measures.
  • Works in conjunction with Director of Quality to assure that clinical processes are improved to assure quality healthcare.
  • Ensures that all operational activities are compliant with infection prevention and control policies and procedures for the safety and protection of clients and employees.
  • Optimal function of the health center's operations in an effort to improve efficiency, quality, customer satisfaction, revenue generation and long term financial viability.
  • Provide a bridge between subject matter and quality improvement, innovation and evaluation, bringing both clinical and public health knowledge and perspective
  • Identify and cultivate partnership opportunities related to existing project work
  • Identify and develop partnership and project opportunities
  • Help identify topics and areas for programmatic activity
  • Establish and build relationships with individuals and organizations that can provide support for

JOB REQUIREMENTS AND QUALIFICATIONS:Education:
  • PhD and Board certified in primary care specialty (Pediatrics, Family Practice, General Practice, Internal Medicine, or Internal Medicine/Pediatrics) required.
Experience:
  • At least 10 years of experience practicing as a board certified physician required
  • Minimum 2 years administrative leadership experience in a healthcare setting.
Knowledge, Skills and Abilities:
  • Must be able to read, analyze, and interpret common scientific and medical dental and behavioral health, information and be able to apply the information
  • Must be able to define medical, dental and behavioral health problems, collect data, establish facts, and draw valid conclusions
  • Must have good knowledge of MS Office Suite
  • Must be able to develop strategies to achieve organizational goals
  • Must be able to manage difficult or emotional patient situations
  • Must have excellent verbal and written communication skills
  • Must be able to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems

  • Supervises the Chief Medical Officer, Chief Nursing Officer, & Chief Dental Officer

Additional Information:Clinic hours are Monday - Friday 8 a.m. to 5 p.m.
