MISSION:The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.GEOGRAPHICAL SCOPE OF INTERVENTION:The Monitoring, Evaluation, Accountability and Learning Officer is based in Dnipro (with field visits to other MdM's Germany locations).ORGANIZATION CHARTLine Manager: Programme Coordinator.JOB SUMMARYUnder the supervision of the Programme Coordinator, the MEAL Officer will be responsible for the development and implementation of the MEAL (Monitoring, Evaluation, Accountability and Learning) system in collaboration with all departments involved.RESPONSIBILITIES DESCRIPTION:Monitoring
  • Tracking core programme indicators, perform the analysis and communicate this monthly, quarterly basis.
  • Ensure that SoPs and programme common approaches are followed in the area of data collection, processing and analysis.
  • Provide support to Coordination Units in terms of reporting and tools.
  • Working together with the core programmes/operations teams, organise and conduct routine monitoring and evaluation of the programme/projects and work closely with community members, implementing partners and beneficiaries to improve attainment of program/project goals. S/he will conduct monthly, quarterly monitoring and evaluation facility and field visits.
Evaluation
  • Support in preparation of key programme reports based on donors requirements. The MEAL Officer will assist in the preparation of progress reports of the programmes and will also assist in the preparation of annual reports at mission level.
  • Development, implementation and review of the MEAL strategy and tools with the support of the Programme Coordinator.
  • Support programs in designing and conducting baseline surveys, mid-term evaluations, specialized studies and final evaluations to include sampling methodologies, data collection instruments, analysis and report development.
  • Provide support for annual reviews and reflections with implementing staff and communities and analyze data trends towards objectives achievement.
Accountability
  • Implement and review accountability feedback, complaints and response mechanism (both digital and conventional) in MdM Germany locations in Ukraine.
Learning
  • With the guidance and support of the Programme Coordinator, improve the MEAL and knowledge management system to enhance impact monitoring, quality control and evaluation in order to improve internal processes and results delivery.
  • Support development of programs management information system (MIS), harnessing new information technology for the compilation, analysis, storage, and retrieval of data and knowledge for programs development; provide technical assistance on data quality and integrity.
Additional tasks
  • Contributes to assessments of new locations in collaboration with Security and Liaison officers and Programme Coordinator.
  • Contributes in writing of project proposals.
  • Performs other duties on request of the Programme Coordinator.
HIERARCHICAL & FUNCTIONAL LINKSHierarchical link: Programme CoordinatorREQUIRED QUALIFICATIONS:Academic background: Degree in Social Science, Demography, Economics, Development studies, or any other related field (Master in a relevant subject is considered as an asset).REQUIREMENTS:
  • Language requirements: Advanced English and Ukrainian
  • Computer requirements: Proficiency in general office software and statistical applications (i.e., Kobo, ODK, SPSS)
EXPERIENCE:The successful candidate must have:
  • Minimum 2 years' experience in similar position or with comparable functional.
  • Experience in programme development.
  • Previous experience with INGO/NGO is an asset.
  • Willingness to travel between Oblasts and perform monitoring/field visits.
