Permanent- Full time 39 hours per weekHere at Serco, we have an exciting opportunity for Technical Site Engineer to join our team at Dumfries and Galloway Royal Infirmary Hospital.
The Technical Site Engineer is the contract lead on all technical issues and within this role you will be responsible for managing and working with internal and external technical specialists to ensure compliance with all relevant technical standards is maintained. The post holder will be responsible together with the Site Engineer (Maintenance) for liaising with NHS customers, High Wood Health, and Laing O'Rourke (Building Contractor) to minimise disruption to hospital operations.This post works with the Site Engineer (Maintenance) to ensure delivery of all Hard FM maintenance activity and will assume responsibility for the service during periods of absence. Furthermore, you will be responsible for all aspects of technical compliance and will take on the role of Responsible Person and Authorising Person for the relevant technical disciplines.The Technical Site Engineer will also be responsible for all aspects of Lifecycle and New works activity on site and will liaise with all relevant parties along with managing and liaising with NHSD&G (customer), High Wood Health (SPV client) and Laing O'Rourke (Building Contractor) in respect of all defect issues and activity.Main Accountabilities:
  • To ensure that the full range of technical services are provided to support the smooth running of the hospital, in accordance with the Service Subcontract.
  • Be conversant with and understand the working of the mechanical, electrical and electronic systems in NHS hospital e.g., lifts, medical gases, boiler plant, air handling/conditioning fire alarm systems, communication systems, control theory, practical and application.
  • Lead liaison with the Authorising Engineers around maintaining safe systems of work on appropriate disciplines and all activities associated with all technical audits including close out of audit reports.
  • Ability to undertake Responsible Person (RP) and Authorised Person (AP) duties for all disciplines within professional competency.
  • Manage a system for registering and implementing legislative and other change notices on hospital estates.
  • Responsible for ensuring timely updates of existing policies and procedures, and the development of new policies and procedure based on National guidance and legal requirements that will affect the service.
  • Provide an asset condition report for High Wood Health to identify plant and equipment for inclusion in the Annual and 5 Year Lifecycle Plans.
  • Undertake research as and when required making recommendations regarding the implications of plant and building refurbishment proposals.
  • Responsible for the initiation and effective management of the work of specialist consultants, contractors and in-house staff on project work.
  • Co-ordinate building surveys and resulting works, agreeing access requirements and arranging insurance inspections.
  • Responsible for the planning and costing of low, medium and high value change notices.
  • Responsible for accurately pricing Low, Medium and High Value Change Notices and lifecycle works.
  • To achieve full compliance with the technical contractual requirements of the Subcontract, manage KPI delivery among the operational team, and the Serco self-monitoring of the contract
  • Liaises with the Building Contractor around construction, access, snags and defects
  • Lead on the delivery of Change and Lifecycle works in accordance with the Service Subcontract including producing and reporting on the Lifecycle Plan.
People:
  • Supervise and manage the work of specialist consultants, contractors and in-house staff on building services projects and specialist operational maintenance issues.
  • The post holder will be guided by the Contract Manager with operational input from the Site Engineer (Maintenance), the Regional Compliance Team, National, regulatory, and statutory principles, allowing for judgements relating to other broad occupational policies. There is a significant scope and responsibility around the management of the operational service delivery technical compliance.
  • The post holder will be expected to make decisions based on expert knowledge and experience with a responsibility for ensuring that the workload is completed in time, on budget and to the required contractual and organisational standards.
  • There is an additional need to analyse extremely complex technical information that requires the post holder to find an appropriate resolution or agreement, many of which are particularly difficult, for example managing the process of employing the services of consultants or contractors to undertake specific projects ensuring that these are managed to a successful outcome.
Equipment:
  • Responsible for the day to day safe and appropriate use of all maintenance equipment and machinery within the department including, but not limited to:
  • The use of complex computer management systems related to equipment and building service controls e.g., Building Management system, Building Information Model, AutoCAD/Revit.
  • The use of all specialist equipment in relation to the various Authorised Person duties
  • The configuration, interrogation, and operation of a CAFM system and ancillary equipment
  • The full range of office-based equipment including specialist computer-based software and display screen equipment.
Person Specification:
  • Hold a full UK driving licence.
  • Flexible to participate in the On-Call rota.
  • Educated to a minimum of HNC/HND level in an engineering discipline, with relevant experience and/or trade background working within a maintenance environment.
  • Experience in a similar role within a large complex service.
  • Commercially astute with an ability to deliver against contractual KPI requirements.
  • Be conversant with the workings of the mechanical, electrical and electronic systems used within healthcare environments.
  • Ability to hold Authorised Person responsibilities relevant to their engineering discipline.
  • Direct line management experience of staff is essential.
  • Ability to work to tight deadlines in a demanding environment.
  • Understanding of customer care and service delivery in a healthcare environment
  • Preferably live within 30 minutes travelling time of the site.
  • Flexible attitude to working hours and locations.
