▪ Be fully conversant with the Company’s policies and procedures.
▪ Assist the General Counsel in legal matters by providing legal advice, opinions, clarifications, and recommendations to contribute to the protection of Qatar’s interests.
▪ Support the Contracts & Procurement Department (C&P) in relation to the legal aspects of the contracts managed by C&P by providing legal advice and assistance on claims by suppliers, vendors, contractors etc.,
▪ Under the direction of the General counsel, review and assess contractors claims and legal issues arising in the implementation of the district cooling plants and SNG farms construction; providing legal advice on remedies and mitigation under the contracts; and working closely with Projects Management Team in steering the execution of the projects.
▪ Under the direction of the General Counsel, manage contentious matters relating to the construction of the district cooling plants and SNG farms.
▪ Analyze and advise on threats and merits of disputes and potential court and arbitration proceedings. relating to the construction of the district cooling plants and SNG farms.
▪ Under the direction of the General Counsel, manage external counsels representing the Company before courts, arbitration tribunals and other dispute resolution forums in all pending claims relating to the construction of the district cooling plants and SNG farms.
▪ Propose the appropriate defense, prevention, and strategic measures to resolve dispute and defend the Company’s legal position in claims relating to the construction of the district cooling plants and SNG farms. Recommended settlements where warranted in order to safeguard the Company’s best interests.
Assist in developing strategies for and undertaking involvement in critical cases, including exit strategies where appropriate, to optimize the Company’s position and prospects for successful outcomes.
▪ Provide advice on corporate compliance with all statutory and governmental statutes and requirements to protect the company’s interests.
▪ Keeping informed of industry-specific legal regulations.
▪ Define and implement processes for continuous monitoring of various legal issues pertaining to the Company’s projects and operating subsidiaries in Qatar to ensure that all relevant legal and regulatory requirements are fulfilled to minimize the risk of litigation and disputes.
▪ Analyze the legal implications of cases and highlight the strengths and weaknesses for the attention of General Counsel and recommend to the General Counsel on actions for resolution in light of Qatari laws.
▪ Support General Counsel on corporate administration matters.
▪ Review and develop contracts managed by the Contracts and Procurement Department.
▪ Support the Contracts and Procurement Department on legal matters related to contracts breaches and termination process related to third-party contractors’ defaults.
▪ Review agreements with a view to assessment of legal risk and prevention thereof.
▪ Evaluate Qatar’s legal risks and report them to the General Counsel with recommendations on how to mitigate them and ensure that Qatar’s best legal interests are noted.
▪ Assist the General Counsel in carrying out research of records and legal precedents so that relevant data and information is available in a timely and easy to use manner, to apply to resolve legal matters.
▪ Maintain an up-to-date database of all relevant laws and regulations to provide a convenient source of reference to the General Counsel.
▪ Monitor the expenditure against budget in assigned areas of responsibility and recommend steps to address material variances.
▪ Provide General Counsel with regular litigation reports, budget reports and updates.
▪ Manage services from external legal providers including procurement of legal services, costs, terms of engagement, reporting protocols and ancillary services.
▪ Attending meetings internal or external to address legal issues to ensure the Company is protected from adverse legal consequences.
▪ Develop and maintain relations with legal experts and external party consultants to maximize perspective and input into legal decisions affecting the Company’s projects.
▪ Job holder is required to be capable of autonomy and to have capability to work with minimal supervision in providing professional legal advice mainly in connection with the district cooling plants and SNG farms projects, according to general directives, applicable laws and the requirements of the overall policies and procedures of the company.
▪ Key decisions having a significant impact on the legal department are referred to the General Counsel for approval before implementation.
▪ Job holder exercises financial authority as per the level established by Qatar management and stipulated in the authority matrix.
▪ Proficiency English: Arabic is advantageous.
▪ Extensive knowledge of Qatar’s laws and regulations
▪ Extensive experience in construction contracts negotiation, drafting and management.
▪ Extensive experience with litigation and/or arbitration proceedings in the construction field
▪ Conflict management and dispute resolution skills
▪ Thorough understanding of the legal compliance requirements
▪ Excellent communication and relationship management skills
▪ Ability to time manage and prioritize work efficiently.
▪ Advanced analytical and problem-solving skills
▪ Ability to provide objective and unbiased recommendations in line with the company’s interest.
▪ Working knowledge of Microsoft Office
