+ £5K car allowanceBaseClosing DateTy Tywi Carmarthen or Swansea23:59 on 06 June 2024What you'll be responsible forProviding leadership and management of projects and being delivering projects to ensure completion within the statutory, regulatory and financial outputs of the Welsh Water Business Plan, demonstrating value for money investment on all projects by ensuring Welsh Water commercial and procurement processes are adhered to by all contractors. Interfacing with the operations and asset strategy teams to ensure that Welsh Water meets its serviceability targets and improves its asset investment management systems, processes and competencies to achieve a successful outcome at the next price review. This will include:
  • Having line management responsibilities for a number of Project Coordinators, including performance management, training & development and coaching of direct reports in accordance with all HR policies, including people engagement.
  • Ensuring the business is able to meet its requirement for project delivery in line with the latest CDM regulations, to an agreed timeline and within approved target cost which will enable delivery of the Welsh Water investment programme.
  • Assessing project needs, defining scope, tabling solutions, inputting into design activities, collating project target costs, procuring services, managing project construction & delivery and commissioning the projects for a defined programme of work.
  • Effectively monitoring and tracking delivery and be able to take appropriate action in the event of programme slippage and contractor cost management under NEC conditions of contract.
  • Ensuring implementation of Welsh Water contract, supply chain and commercial systems to ensure consistency.
  • Complying with Welsh Water Health and Safety requirements, ensuring all projects comply with the latest CDM Regulations and helping to identify good/best practice construction techniques, and bad practice where applicable under the 'near miss' reporting procedure.
  • Where appropriate implementing sustainable and innovative project solutions, working toward efficiency targets and reduction in Welsh Water's carbon footprint.
  • Fulfilling the role of Project Manager as defined under NEC.
  • Being accountable for the delivery of special projects, involving above ground, below ground or both asset types, in a defined area.
  • Ensuring investment needs are effectively scoped and optimal solutions are identified, inputting into design and managing the procurement processes, also managing the construction, delivery and commissioning of assets.
  • Working collaboratively with operational and design team, Alliance partners, Suppliers and Welsh Water to fully understand asset performance concerns.
  • Providing Project Management expertise for engineered solutions and providing support to operational colleagues and Alliance partners as and when needed.
  • Ensuring Welsh Water's interests are protected at all times and that risks to the business are minimised by ensuring project risks are identified, understood, valued and correctly allocated and managing the early warning and risk reduction process.
  • Instigating project peer reviews in order to ensure Welsh Water's interests are represented during solution selection and any business risks are understood.
  • Assisting with the resolution of issues between third parties and Welsh Water.
  • Ensuring that all project handover documentation and procedures are complete before issue of Final Certificates, managing the post-project appraisal process and undertaking appropriate 'root cause 'analysis upon scheme completion in order to ensure that there is a continuous improvement process applied.

Professional Qualification and Education to Degree level or Equivalent E
Project management qualification D
NEBOSH Certificate in Construction Health & Safety EExperience Essential/Desirable
Extensive experience of project management, leading a large team or similar in the delivery of high value capital solutions E
Experience and understanding of Health and Safety Legislation, including CDM Regulations EKnowledge & Skills Essential/Desirable
Enthusiastic about putting our customers first every day E
Detailed knowledge of IMS processes with regard to Capital maintenance projects E
A wide range of project delivery ability and man-management skills are required, combined with strong commercial awareness in the planning, design and construction of large (up to £2.0m) projects E
Decision making and awareness of wider business issues, corporate policies and the ability to deliver cost effective solutions within target timescales E
High level analytical skills to ensure effective scoping, optioneering and delivery of effective solutions to operational problems E
Excellent communication and team-working skills E
