Job Title Sr Manager, Contracts - Government (Hybrid: Cambridge, MA)Job DescriptionJoin us to improve the health and lives of military veterans, active-duty service members, and other people served by the Federal Government. In this hybrid position, you will lead and support field sales staff by developing account strategies, quoting, and conducting direct sales activities to ensure Philips presents a value-driven solution to the end customer while upholding contract compliance.Your role:Direct and oversee change management for the execution of tasks related to the Federal contracts lifecycle while leading and developing a team of contract professionals (to standardize roles, responsibilities, and expectations in support of
$350M of annual activity, with a $1.9B pipeline through 2029). Draft, edit, and/or develop policies and procedures to reflect Federal process and workflows in accordance with process improvements as established. Institute standards for monitoring of contract execution. Evaluate and communicate gaps between expectation and performance, interface with internal and external stakeholders to determine action plans and owners.Optimize contract fulfillment and execution, collaborate with Sales, Operations, Project Manager, and other functional areas, and review contractual documentation for federal compliance. As a legal and contract expert, you will support the Federal Leadership Team in expanding solicitation opportunities, including contract terms, accounting/financial criteria, and audit standards. Develop business compliance standards with federal laws and policies with global stakeholders. Collaborates with Senior Leadership to address global difficulties affecting the Federal Government team, including end-user requirements and compliance with the Trade Agreements Act (TAA), Buy American Act (BAA), Cuber/FEDRAMP and Controlled Unclassified Information (CUI) standards.Train contract managers and stakeholders on the Federal Government contract/subcontract lifecycle, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and Defense Federal Acquisition Regulation Supplement (DFARS) and Veterans Administration Acquisition Regulation (VAAR) standards. Recognize, communicate, and reduce company risk to boost Government Sales. Responsible for internal/external compliance audits and risk reporting to Senior Management and stakeholders. Utilize audit results. Start contract review, negotiation, and control—hold kick-off meetings for new awards, clarify terms and regulations to stakeholders, and explain acceptance standards before execution. LEAN can improve internal processes and logistics and communicate quality/procedure/accuracy improvements throughout the contract lifecycle.You're the right fit if:You’ve acquired 5+ years of experience in leading a team in drafting, reviewing, and negotiating contracts by utilizing your knowledge of the FAR, DFAR/DFARS, VAAR, BAA and TAA.Your skills include proficiency in Federal Government contracts, particularly Multiple Award Schedule (MAS), Indefinite Delivery Indefinite Quantity (IDIQ), Federal Supply Schedules (FSS), and Governmentwide Acquisition Contracts (GWAC) for commercial products. Experience with or knowledge of Group Purchase Organization (GPO) and service contracts in addition to supply contracts is a plus. Also, skilled in Excel (required); Salesforce (SFDC), Contract Lifecycle Management (CLM) (preferred).You have a Bachelor’s degree (required), with a Paralegal or Certified Contract Management (CCM) [or other contract management certification], or Juris Doctorate (J.D.), desired.You must be able to successfully perform the following minimum Physical, Cognitive and Environmental job requirements with or without accommodation for this .You’re an excellent communicator at many levels (articulate, empathetic, motivating and energizing); a well-organized multi-tasker, skilled at working in a team with tight deadlines, establishing priorities, gaining cooperation through persuasion to find solutions, and building consensus across functional areas, while managing various projects and setting priorities to achieve outcomes.About PhilipsWe are a health technology company.
