ResponsibilitiesGeneral
- Serve as the primary local subaward/grant and procurement resource for the project, providing end-to-end execution of all matters of the local subaward and procurement process.
- Oversees the management process for local subawards and procurement, including the grant proposal and RFQ tracking, review, and approval process, with the input and oversight of the Chief of Party, Deputy Chief of Party, and the RTI International Grants and Procurement Office.
- Performs all phases of sourcing activities to ensure best value and within required lead times for a variety of requirements in country name, including analysis of overall budgetary impact for all types of subaward, grant, and procurement transactions.
- Effectively train staff on RTI Grants and Procurement Policies and Procedures; guide processes and verify that all procurements are executed and approved in accordance with RTI policies and applicable client regulations.
- Manage other subaward and procurement staff in the successful execution and management of project subaward/grant and procurement activities.
- Develops the subaward/grants management program for local organizations with the input and oversight of the Chief of Party, Deputy Chief of Party - Operations, and the RTI International Grants and Procurement Office.
- Together with the Deputy Chief of Party - Operations, provides oversight of the local technical assistance provider (LTAP) subcontracting process, which involves issuing competitive purchase order contracts to engage LTAPs to support project activities.
- Reviews technical and financial proposals from local NGOs/CBOs, including negotiating annual budgets, and reviews awardee financial expenditure reports for accuracy and adherence to the SOW and budget.
- Maintains grants, LTAP, and other subaward files, including records on activity approval, tracking of payments and other quality control activities, ensuring an audit trail for all necessary documentation.
- Ensures timely financial disbursements, compliance with financial management policies, monitors all award expenses, and provides regular updates on subaward/grant status.
- Provides guidance/technical assistance to awardees on applicable rules and regulations and ensures compliance with agreement terms.
- Coordinate with the project technical and operations staff to develop a procurement plan to guide procurement process, create efficiencies, timeliness and overall support effectively project implementation.
- Prepares, issues, executes, and closes out purchase orders in compliance with applicable USAID regulations and RTI policies.
- Reviews contracts and purchase order details, including Scopes of Work and Deliverables.
- Reviews/audits invoices for accuracy, processes and ensure timely and completion of payments.
- Implement appropriate measures and strategies to enhance the quality and effectiveness of procurement process at the project including process enhancement, strategic sourcing, prequalification of vendors, best value analysis in selection decisions, master service agreements, procurement trackers, etc.
- Bachelor’s degree and 8 years of experience, Master's degree and 6 years of experience, or equivalent combination of education and experience.
- Additional professional training in procurement and logistics management preferred.
- Supervisory experience required.
- Demonstrated experience in grants and contracts management, knowledge of USAID procurement policies and regulations required.
- Experience providing guidance to project partners and subcontractors regarding subcontracting processes.
- Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.
- Proven ability to work under pressure, and with multiple concurrent demands.
- Excellent knowledge of Microsoft Office and procurement software.
- Verbal and written fluency in English required.
- Ability and willingness to travel frequently throughout Ethiopia to regional activity sites.
