DescriptionUnder general supervision, incumbent ensures the efficiency of daily transit operations through the effective performance of supervisory, operational and administrative duties. Incumbent supervises, coordinates and monitors the work of Bus Operators in accordance with federal, state and local rules and regulations.Examples of DutiesRepresentative Duties
  • Plans and assigns routes, schedules, runs and buses;
  • Audits and adjusts schedules, routes, detours and bus stop notifications for patrons;
  • Monitors and records Bus Operators check-in/out, attendance and other schedule variances using transit operations management software and applications as technology becomes available;
  • Answers radio calls, troubleshoots and directs Bus Operators;
  • Supervises, monitors and evaluates the performance and conduct of Bus Operators;
  • Conducts employee performance reviews;
  • Observes Bus Operators for compliance with established rules, regulations, policies and procedures;
  • Counsels Bus Operators on work related matters and recommends corrective action;
  • Coordinates with the Maintenance Division to assure proper fleet readiness and reports bus equipment issues and/or hazards;
  • Prepares and maintains reports and records, including accident and injury reports, memorandums, emergency notifications, summaries and other forms and documents;
  • Enforces safety regulations;
  • Trains and instructs personnel in safe driving practices, passenger relations, fare revenue collection, bus safety and transit rules, regulations and policies;
  • Provides field supervision and conducts regular field inspections;
  • Certifies payroll records for Operators;
  • Answers public questions and concerns pertaining to bus service delivery;
  • May operate a bus in the event no Bus Operator is available to cover a run.
Organizational Responsibilities
This position reports directly to the Transit Operations Manager and has primary responsibility for the supervision of daily bus operations. When necessary, may be required to drive and operate a bus; may be assigned to special shifts or be called in to assist in covering the entire operation of the division; may work odd hours, weekends, and holidays.This position is designated a management level classification.Typical QualificationsEducation and Experience
High school diploma or equivalent, and a minimum of three (3) years full-time experience in public transit, with one (1) year of supervisory experience. Experience in training, leading or coordinating the work of personnel may be considered towards formal supervisory experience. Bachelor's Degree and/or verifiable training or certification in supervision, or prior supervisory experience is desirable. Any combination of education and/or experience that demonstrates the skill level required to perform the duties of the position may qualify.Knowledge and Abilities
Knowledge of motor vehicle laws and ordinances; of driving and safe driving practices; of the geography of the City and its important locations; of arithmetic, recordkeeping, scheduling, office management practices, and of principles of supervision and training. Must have the ability to supervise, train, and review the work of personnel, and to manage confidential information responsibly; to handle public complaints and problems tactfully and effectively; to recognize problems and make sound decisions under pressure; to maintain effective working relationships; to provide effective customer service; and to communicate effectively both orally and in writing. Computer skills in Microsoft Word and Excel are required. Must have the ability to document and investigate accidents and incidents thoroughly; to prepare reports and forms; and to proficiently use Computer Aided Dispatch ("CAD") and Automatic Vehicle Locator ("AVL") systems or comparable programs as technology becomes available.Physical Demands and Working Conditions
Work in this position may be performed in an office environment and/or outdoors with exposure to inclement weather conditions. The position includes frequent sitting for long periods of time; occasional bending or squatting; frequently lifts up to 10 pounds and occasionally up to 50 pounds; constant use of overall vision, including frequent reading and close-up work; frequent repetitive motion; frequent writing; frequent grasping, holding and reaching; frequent listening and talking, in person and on the phone; frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone, and frequent exposure to noise.License
Must have and maintain a valid Class B California Driver's License. Additionally, must possess and maintain a current DMV Medical Certificate and a current Verification of Transit Training Certificate within six (6) months of hire.Special Conditions
Designated Federal Transportation Administration (FTA) Safety-Sensitive Position requiring pre-employment and random drug and alcohol testing.Please submit the required license, certificate, or registration with the State as evidence of professional or technical proficiency at the same time of filing the application.
