The District Director provides overall administrative leadership in the planning, implementation, and evaluation of Extension programs in all counties within the district. The District Director develops and maintains effective personnel management and assists University of Arkansas Division of Agriculture (UADA) administration with maintaining effective stakeholder relations within the district.Responsibilities
Recruits, interviews, and recommends selection of personnel within the Delta District. Supervises and coordinates the work of Associate District Director and County Agent Staff Chairs in the Delta District. Approves personnel actions relating to paraprofessional and support staff within the district. Provides training for staff chairs in matters of personnel management. Conducts annual performance evaluation of Associate District Director, Staff Chairs in the Delta District, and the Administrative Assistant for the district. Reviews performance evaluation of all staff in the Delta District. Consults with Human Resources in administering progressive discipline of staff when needed. Evaluates and administers professional improvement plans for staff in the Delta District as needed.Trains and supervises county agents in the Delta District in developing and implementing individual plans of work that align with state and national issues and the UADA mission. Conducts on-going, continuous evaluation of the overall Extension program within the Delta District.Responsible for arranging and coordinating location and logistics for the Delta District 4-H O-Rama. Assists state faculty in planning and conducting the Delta District 4-H O-Rama. Responsible for making agent assignments to youth events and activities throughout the year. Advises county staff on necessary in-service training. Responsible for orientation of new staff members in cooperation with the CPED department and state programmatic educators.
Develops budget recommendations for county appropriations and works with county government officials either directly or through staff chairs in the Delta District. Develops annual budget recommendations for salaries paid to personnel in the Delta District.Assists state faculty with in-service training as needed. Maintains an effective working relationship with agriculture and natural resource, family and consumer sciences, 4-H/Youth, and community and economic development state faculty. Supports and interprets state goals to county staff in the Delta District.
Responsible for compliance with civil rights regulations in programs and employment throughout the Delta District. Develops and maintains necessary records for civil rights documentation in the Delta District. Develops appropriate civil rights reports when requested. Conducts civil rights compliance reviews in the Delta District annually with randomly selected counties and/or as needed.Performs other duties as assigned.Qualifications:Minimum Qualifications
Master's degree is required, with either the bachelor’s or master’s degree in agriculture, family and consumer sciences, or a related field of study. Ten years of professional experience in Cooperative Extension with at least five of those years in an administrative/supervisory role in support of agriculture, family and consumer sciences, 4-H or community development is required, along with demonstrated ability to perform increasingly responsible assignments.Knowledge, Skills & Abilities
Knowledge of history, philosophy, objectives, and methods of Cooperative Extension work. Knowledge of social, economic, political, and cultural factors affecting Extension work. Knowledge of organizational structure, budgeting procedures, and administrative policies. Knowledge of and ability to apply principles of organizational management, adult education, positive youth development and community development processes. Knowledge of and ability to apply public relations principles. Ability to inspire and train employees and lay leaders. Ability to speak and write clearly and communicate ideas effectively.
