Founded in 2004, HX5 is a fast-growing veteran- and woman-owned company with locations nationwide.HX5 is seeking a C4ISR Systems/Suitability TEST Subject Matter Expert to join our team at Hurlburt Field in support of the 605th Test and Evaluation Squadron.Essential Duties and Responsibilities:
  • Advise and assist by supporting the development and implementation of T&E projects for C4ISR weapons system.
  • Advise and assist by interfacing with warfighter expertise across the Theater Air Control System (TACS), Intelligence Systems, and other C4ISR Systems as tasked.
  • The contractor will advise and assist tests and other events supporting interoperability with internal and external systems.
  • Contractors will advise and assist by evaluating and reporting on interoperability Key Performance Parameters (KPP), training, documentation, and reliability, availability, and maintainability (RAM). T&E activities include, but are not limited to:
  • test concept, design, and methodology development; test planning; test instrumentation; test execution and data collection; test data reduction and analysis; assist in the development of test reports and test briefings.
  • Support will include assisting in the development and production of draft test plans and reports for Government approval on each system for T&E.
  • May also be requested to support major exercises (Blue Flag, Red Flag, Cyber Flag, Virtual Flag, etc.)
  • Advise and assist by supporting C4ISR system T&E including Force Development Evaluation (FDE), Operational Utility Evaluation (OUE), Operational Assessments (OA), Tactics Development and Evaluation (TD&E) activities, Advanced Concept Technology Demonstrations (ACTDs), Middle Tier Acquisitions (MTA), Rapid Prototyping Agile Concept Demonstrations, Operational Demonstrations, and special projects conducted and supported by the 605 TES.
  • Support shall focus on, but not be limited to, test and evaluation of the following:
  • C4ISR architectures, such as Air Operations Center Weapon System (AOC WS) and related interfaced applications, to include systems deployed in a cloud environment; BCS-F open-systems architecture for automating Homeland Defense Air Operations; distributing, and processing ISR information, such as the Distributed Common Ground System (DCGS); DoD cryptographic modernization; AFGSC Command Post systems and others that support a multitude of operational missions across the DoD; Air Force Logistics systems that support the readiness and sustainment of Aircraft and Munitions.
  • Support by updating RMT for their respective program.
  • Ensure RMT is updated daily to reflect the most up to date data.
  • Support to include updating the PM on actual TDY cost for the squadron DO TDY tracker.
  • Support will include assisting in the development of operational test support requests (OTSR’s), developing end of day SITREPs, after action reports (AAR), and lessons learned as required by 605 TES leadership.
  • The contractor may be tasked to assist in development of Memorandums of Agreement (MOA) and Memorandum of Understanding (MOU).
  • Will submit visit authorization (VAR) and gatekeeper requests as required for TDY.
  • Support T&E activities that include, but are not limited to: test concept, design, and methodology development; test planning; test instrumentation; test execution and data collection; test data reduction and analysis; test reports and test briefings.
  • Support shall include assisting in the development and production of draft test plans and reports for Government approval on each C4ISR system for T&E, as required.
  • To facilitate T&E support, contractor shall be required to attend system-specific training and seminars and to maintain qualifications similar to government acquisition and T&E certification levels.
  • Advise and assist by providing acquisition and process support by reviewing any 605 TES acquisition support activities and products. Support shall include assisting in the development and updates of the following:
  • Integrated Test Team (ITT) charters, Initial Capabilities Documents (ICD); Capabilities Development Documents (CDD); Capabilities Production Documents (CPD); Operational Requirements Documents (ORD); Analysis of Alternatives (AoA); Program Management Directives (PMD); Test and Evaluation Strategies (TES); Test and Evaluation Master Plans (TEMP); Concepts of Employment (CONEMP) and Concept of Operations (CONOPS) and operational manuals and handbooks.
  • Advise and assist by participating in working groups, technical reviews, and other mission-related activities.
  • This support shall include attending program meetings and making recommendations on technical matters and decisions required.
  • The Contractor shall provide documentation support in developing AOC WS configuration management policies, plans, procedures, and evaluations for C4ISR systems.
  • Support shall include preparing and assisting in presenting technical status briefings documenting problem areas, test progress, and accomplishments affecting defined task areas.
  • Advise and assist in the development of plans to overcome any test shortfalls that may be encountered in the course of test planning.
  • This may include developing software to collect, reduce, and analyze data; documenting the requirement for systems needed to perform tests; and installing and integrating these systems.
  • Per PM direction, may be tasked to support as Test Director for OT on a situational and/or case by case basis.
  • Will not perform government functions, i.e. (directing government personnel, obligating government funds, etc.).
  • The PM has ultimate responsibility and discretion.
Experience and Other Requirements:
  • Minimum 5 years of experience as a C4ISR SYSTEM/SUITABILITY SME required.
  • Experience in an Air Communications Squadron (ACOMS) or equivalent IT organization (FTU, CAOC-X, ShOC-N, etc.) supporting AOC WS Combat Operations Division (COD), Combat Plans Division (CPD), Intelligence, Surveillance, and Reconnaissance Division (ISRD), and Air Mobility Division (AMD) desired.
  • Three (3) years of experience as an operational tester desired.
Position Type/Expected Hours of Work:
  • This is a full-time position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.
Other Position Requirements:
  • Proof of U.S. Citizenship is a requirement for this position.
  • Must be able to complete a U.S. government background investigation.
  • Must be able to obtain and maintain a Secret clearance prior to date of hire.
  • Must have the ability to obtain a US Top Secret/SCI SSBI within eight (8) months of hire.
