Contract and Procurement officer – BuryPay rate negotiableHybrid workingContract – Full Time:Duties/Responsibilities:
  • The Contracts and Procurement Officer has a key role to play in ensuring the Client undertakes robust commissioning activity, evidences transparency, value for money and commissions high quality services on behalf of the citizens of Bury. The key objectives of the post are;
  • To contribute to the development of a robust commissioning culture within the department.
  • To commission services based on data analysis, customer feedback, evaluation, market analysis
  • To develop service specifications, tender documentation and issue contracts.
  • To develop services to provide high quality and value for money.
  • To negotiate fee uplifts and individual care package costs
  • To provide advice and support to Officers and Providers
  • To manage and develop the provider market
  • To develop positive relationships with providers and colleagues.
  • To undertake contract monitoring of providers to ensure compliance and the outcomes are met
  • Experience of contracting and commissioning, ideally with a Local Authority background and children's social care
  • Experience of developing and monitoring outcome based contracts and specifications
  • Experience of procuring services for customers with a defined social care need.
  • Experience of building and maintaining relationships with a wide range of people including customers, relatives, carers, providers and regulators
  • Track record of successfully negotiating contracts
  • Professional qualification or NVQ level 3, or above, or equivalent, in a relevant area.
  • local authority experience in social care/SEND.
