- Providing Technical Support and Guidance to Regional Health Bureaus (RHBs) for the Implementation and Delivery of RMNCAH-N Services, Establishing Clear
- Priorities, Milestones, and Achievement Targets for LHA Activities for specific RHB.
- Ensure that the implementation of RMNCAH-N services in the USAID Lowland Health Activity (LHA) implementing woredas is carried out promptly and efficiently.
- Travel extensively throughout the designated regions (Afar, Somali, Southern Ethiopia, and the Borena Zone of Oromia) to provide support and oversight to the LHA implementation.
- Foster collaboration and engagement with government counterparts and partners to align priorities and facilitate the implementation of RMNCAH-N interventions at both the LHA and regional levels.
- Coordinate the Regional Health Bureau team in the design, adoption, implementation, monitoring, and institutionalization of proven RMNCAH-N interventions tailored for the pastoralist community.
- Collaborate with the field and central office LHA teams to provide high-quality technical assistance to the periodically assigned Regional Health Bureaus in identifying gaps in RMNCAH-N service delivery and designing context-specific interventions.
- Coordinate technical assistance and ensure the RHB has the capacity to implement gender transformative programming.

- Work towards co-designing and adapting culturally sensitive RMNCAH-N services through differentiated service delivery approach (OneHealth, Mobile Health) specifically tailored to the pastoral community, aiming to achieve national priorities in a sustainable and locally responsive manner.
- Support the conduct of various trainings, supportive supervision activities, and catchment-based clinical mentorship within the assigned region. Support designing and implementing SMART(Service, Mentorship, Clinical Auditing ,Strengthening Referral Networking and Training) model intervention for RMNCAH-N service support
- Assist in reinforcing quality improvement initiatives related to RMNCAH-N services within the region.
- Maintain close coordination and collaboration with relevant stakeholders to ensure effective implementation of activities.
- Represent and attends meetings (technical working group, advisory group etc) and provide relevant information/update on the status of regional priorities in line with USAID LHA.
- Provide quality technical support for regions to assist zones, woredas and health facilities to develop their own delivery plans on RMNCAH-N, show how they will deliver and measure progress over the period and oversee proper implementation.
- Establish routine ways to follow progress of the regional priorities intervention and communicate to all appropriate staff in the relevant directorates/units, Zonal health departments, Woreda health offices and other relevant stakeholders.
- Provide technical report as requested.
- A master's degree in public health, Health Systems Strengthening, Health Management, or a related field is preferred.
- At least 5 years of professional experience in the field of public health, with a focus on reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAH-N) programs.
- Demonstrated experience in delivering technical assistance and support to regional health systems or health bureaus specifically in the pastoral context.
- Proven experience in designing and implementing health programs, preferably in low-resource settings.
- Strong knowledge of health system strengthening approaches and strategies.
- Experience working with USAID-funded projects or other international donor-funded health programs is highly desirable.
- Familiarity with the Ethiopian health system and working experience in the regions mentioned (Afar, Somali, Southern Ethiopia, and the Borena Zone of Oromia) would be an advantage.
- Excellent communication, coordination, and interpersonal skills, with the ability to work effectively with diverse stakeholders, including government officials, health workers, and community members.
- Strong analytical and problem-solving skills, with the ability to identify and address health system gaps and challenges.
- Proficiency in English is required, and knowledge of local languages spoken in the regions mentioned would be beneficial.
