Human Resources Generalist (Recruitment)Salary Range: 81,625.00 - 92,981.00Closing Date: 5/25/2024The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.The purpose of the CAO HR Office is to provide personnel services to the Office of the Chief Administrative Officer (CAO), targeted programs to the Congressional community, and confidential counseling services and ADA assistance to Members. The HR Immediate Office is responsible for providing strategic human capital guidance and an array of human resource programs to CAO employees and applicants. This position serves as the Human Resources Generalist (Recruitment).Key responsibilities include providing recruitment and hiring support to customers and key stakeholders, including developing recruitment materials, identifying optimal recruitment sources, assisting in assessing candidate qualifications, and maintaining personnel records. Upcoming project work will include activities related to recruiting, staffing, leave, and outreach activities. Specifically, the incumbent will participate in project work related to the CAO recruitment program including enhancements to our interview process, system capabilities and outreach activities.Major Duties:· Provides HR support for designated offices, to include facilitating staffing and recruiting activities, and employee check-in, orientation, and check-out processes.· Provides recruitment and hiring support to customers and key stakeholders; ensures that position descriptions accurately reflect requirements, identifies optimal recruitment sources, participates in applicant interviews, assists managers in staffing decisions, and ensures managers follow House Employees Position Classification Act (HEPCA) requirements.· Leads the development of recruitment and outreach materials to help explain the full range of services offered to staff members. (vacancy announcements, checklists etc.).· Creates and maintains comprehensive hard copy and/or electronic records, including personnel records; maintains confidentiality of sensitive information.· Keeps HR management informed of ongoing activities as well as areas of concern.· Ensures that all required HR administrative and support functions are carried out on a timely basis.· Collaborates with leaders to improve the effectiveness of the recruiting process.· Supports customers in identifying current hiring needs.· Assists in the development and implementation of strategic initiatives and business practices to improve diversity recruiting. Participates in career fairs and outreach activities.· Evaluates and reports on the effectiveness of recruiting initiatives and practices.· Serves as a liaison and strategic business partner to CAO offices; provides consultative services to assist in the implementation of strategic and sustainable human capital initiatives.· Performs other official duties and special projects as assigned.
QUALIFICATIONS:Experience and/or Education Requirements:· Bachelor's degree in human resources management or related field or comparable education and experience required. PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.· Minimum of 5 years experience in multiple functional areas of HR management such as recruiting, staffing, or position management.· Minimum of 5 years experience in consultative capacity interfacing with and guiding multiple levels of management.· Minimum of 5 years experience handling multiple recruitment activities for entry, mid and senior level positions in a large complex organization.· Experience conducting C-level recruitment activities.· Minimum 5 years of experience with full cycle recruitment.· Minimum 5 years of experience using Applicant Tracking Systems (Cornerstone, Workday, ADP etc)· Ability to communicate effectively, both orally and in writing, as well as the ability to establish effective working relationships with senior staff and other high ranking officials.· Knowledge of Federal and private sector HR programs, practices, procedures, and related laws.· Availability to work additional hours as required.Knowledge, Skill, and Ability (KSA) and Competency Requirements:· Knowledge of various automated office systems and software programs (Cornerstone, LAWSON HRIS).· Ability to work with all levels of a multifaceted workforce as well as with sensitive, confidential, and complex projects/responsibilities.· Ability to analyze problems, evaluate viewpoints and proposals, and make feasible, logical recommendations.· Ability to coordinate, organize, implement, and oversee projects.· Knowledge of recruitment and selection principles, processes, and procedures.· Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, and coordination of people and resources.· Knowledge of recruitment sources.· Knowledge of employment law and legislation.· Knowledge of human resources operations, including personnel actions, position management, hiring, onboarding, recruitment, and compensation and benefits.· Ability to manage records and databases.· Ability to ensure compliance with relevant laws, rules, and regulations.· All employees within CAO are expected to demonstrate the following general competencies: Accountability, Adaptability, Collaboration, Communication, Customer Orientation, Knowledge of Relevant Policies, Procedures, and Processes, Priority Management, and Problem Resolution.
