Ukraine Operations Manager

- Manage field operations for MWH's donor-funded projects, including but not limited to facilities and equipment, procurements, logistics, and security;
- In coordination with the Director of Finance and Grants Management, review and revise organizational and project-based operational, procurement, and security policies and procedures, identifying gaps and establishing benchmarks to ensure effective implementation, documentation, and reporting;
- Establish and implement novel systems and procedures to ensure smooth country and project-based operations in line with USAID and other donor regulations;
- Oversee country office procurements, ensuring compliance with donor regulations, local Ukrainian law, and MWH policies and procedures;
- Review and approve procurement documentation, contracts, and contract modifications up to established thresholds;
- Manage inventory tracking and reporting, inclusive of donor-required inventory reports;
- Manage checklists and priority actions for project kickoff and closedown from an operational perspective;
- Supervise Ukraine security coordinator, along with operations and procurement team;
- Review and approve security risk assessments, incidents reports, and develop recommendations to prevent future occurrences;
- Coordinate with MWH HQ on compliance issues related to country operations, seeking policy guidance as needed; and
- Develop monthly Ukraine operations team report outlining progress against milestones, challenges, and areas for improved efficiency.
- Bachelor's degree in relevant field, such as international relations/development, social science, business administration, or global health;
- At least 6 years of relevant work experience supporting project-based operational functions, with at least 3 of experience managing a team, preferably within the international development context in Ukraine;
- Prior experience supporting program operations on international donor-funded international programs;
- Prior experience managing office operations, procurement, and logistics with staff supervision responsibilities;
- Familiarity with local Ukrainian operational best practices, and USAID regulations for assistance awards;
- Detail-oriented with excellent organizational and prioritization skills;
- Ability to set clear goals and manage progress toward them;
- Strong administrative, organizational, and written and verbal communication skills;
- Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as Dropbox or Box; and
- Written and spoken fluency in Ukrainian and English.
