Waukegan Community Unit School District No. 60 serves nearly 15,500 students in preschool through grade 12 and is located halfway between Chicago, Illinois and Milwaukee, Wisconsin on the shores of Lake Michigan. Our District has one early learning center, 15 elementary schools, five middle schools and a high school program divided between two 9 – 12th grade campuses. The Manager of Employee Benefits and Risk Management will be directly responsible to the Associate Superintendent of Human Resources Employee Benefits. They must provide a high level of customer service and support for all employee benefit plans. Responsible for the day-to-day administrative functions and support of group benefit programs including, but not limited to: group health, dental, vision, workers’ compensation, accommodation request, state reporting, and life insurance. Serves as the point of contact for employees to assist with benefit related processes and procedures and answer questions in a timely manner while reviewing and updating all information relating to employee benefit programs.Responsibilities: * Analyze and administer various components of employee benefits, and workers’ compensation programs for the District.
  • Assemble and analyze data regarding employee benefits functions and accounting, and make appropriate recommendations to the Associate Superintendent of Human Resources for the purpose of maintaining compliance with laws, rules and regulations concerning employee benefits.
  • Process employee health, dental, vision and life insurance enrollment forms.
  • Assist employees to resolve problems and answer questions with respect to insurance coverage, and assist employees, beneficiaries and/or insurance providers for the purpose of verifying eligibility and processing claims.
  • Advise the Associate Superintendent of Human Resources of any difficulty with the efficiency and effectiveness of claim payments and make recommendation on the policies, practices and procedures regarding the processing of employee health, dental and life insurance claim payments.
  • Oversee recordkeeping for billing of all District benefit plans and account for monthly, quarterly and annual billings for all benefit plans; reconcile these bills to payroll and work with District Payroll Department to ensure that all employee deductions are properly calculated and counted.
  • Administer and maintain accounting records for District’s cafeteria plan. Make necessary announcements and communications to ensure that participants electing the plan are adequately trained.
  • Perform all necessary actions to complete accident and injury report files and maintain and file workers’ compensation claim forms. Work jointly with third party administrator to ensure all claims are processed in a timely manner.
  • Assist the Associate Superintendent of Human Resources with the preparation of confidential and collective bargaining proposals by accessing, gathering and assembling confidential salary, insurance and benefit proposals.
  • Demonstrate the ability to maintain the confidentiality of School Board, collective bargaining and other sensitive District information.
  • Coordinate and plan agendas for meeting with the District’s Insurance Plan Board Committee.
  • Maintain retiree insurance enrollments.
  • Perform all necessary actions to complete open enrollment, timely communications, deadlines, processing, etc...
  • Process employee accommodation request forms
  • Perform other assignments as delegated by the Associate Superintendent of Human Resources.
Qualifications: * Bachelor's degree required, health management or human resource preferred.
  • Preferably 5 years of HR experience
  • Strong skills with computer office applications (i.e. Word, Excel, PowerPoint, etc).
  • Infinite Visions experience strongly preferred.
  • Strong communication and organizational skills.
  • Maintain attention to accuracy and details.
  • Demonstrate a high level of proficiency in the use of the English language in oral and written forms.
  • Ability to establish and maintain effective working relationships with all staff and the public.
  • Demonstrate exemplary interpersonal skills, and communicate clearly and distinctly in person, in writing and on the phone.
  • Willing to enhance and expand knowledge and skills with technology, software and databases applications on ongoing basis.
  • Self-directed and self-motivated in job related tasks.
  • Ability to maintain strict confidentiality with regarding to employees’ personnel information.
