Job Posting Estimated Close Date: 6/15/2024INTECON, LLC is seeking an experienced Budget / Financial Analyst to support the FEMA Office of National Continuity Programs (ONCP) Business Management Division (BMD) Financial Management Branch (FMB). The selected candidate will be responsible for coordination, reporting, and tracking of the executed budget to enable ONCP to meet regulatory and statutory obligations. In addition, support DHS/FEMA Senior Leadership and the FEMA Office of the Chief Financial Officer (OCFO) in conducting various reviews of executed budget to ensure compliance. FMB requires assistance with gathering data and ensuring the accuracy of the data presented in these reviews.Key Responsibilities:
- Assist in developing manageable budget milestones aligning with FEMA and DHS goals.
- Aid in the development of a one-year budget proposal for submission to the OMB and Congress; Resource Allocation Plan (RAP) support; S&B forecasting, and execution of the ONCP appropriation, in accordance with the Planning, Programming, Budgeting, and Execution (PPBE) cycle..
- Aid in package review, approval, and email through Enterprise Coordination Approvals Processing System (ECAPS) tracking and approval.
- Provides support for developing status of funds and briefing charts.
- Assists in preparing required OCFO quarterly and annual Undelivered Order Obligation (UDO) reconciliation requirements.
- Assist in Event Tracking and Approval (ETA) and Travel Submission Management.
- File and store all documentation according to the FMB configuration management plan and file record system.
- Assist in creating, processing, and following through on financial documentation for knowledge management and auditing authorities.
- Assist in the creation of FMB-related PowerPoint presentations.
- Active Top Secret (TS) clearance required; TS/SCI clearance is preferred.
- GED or High School Diploma required; Bachelor's degree is preferred.
- 5+ years of relevant experience in a similar role.
- Knowledge of federal regulations and agency policies related to contract management and financial reporting.
- Experience working with large contracts and collaborating with stakeholders, contractors, and vendors.
- Excellent communication skills and ability to thrive in a team environment.
- Proficient in all Microsoft software applications; senior level proficiency preferred.
