Performs managerial level project management work for a variety of public works projects. Duties may include planning, coordinating, and reviewing the work of technical and professional team members and consulting engineers, architects and contractors engaged in the planning, design, construction, operations, maintenance, and management of public works projects within a unit. Supervising, leading, and monitoring other Project Managers and their work within the Department of Public Works. Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.Essential Job FunctionsManages one or more groups within the Department. Develops and implements appropriate project delivery methods; performs value engineering to optimize costs; and manages work systems and processes. Manages, coordinates, and provides technical review of consultant's designs, plans, and specifications for construction projects, studies and prepares review comments. Negotiates and manages contracts; makes resource management, prioritization, and allocation recommendations; and implements resource allocation decisions and assignments. Manages and supervises the preparation and review of projects. May assist with the development and updates to the budgetary estimates for the Capital Improvement Program. Assists in the development and administration criteria of project implementation guidelines, and other criteria as needed. Prepares project status reports and schedules; reviews payment application requests; and coordinates and reviews construction activities. Assists in the preparation of in-house policy and procedures as they relate to construction and rehabilitation issues. Provides technical assistance to in-house staff and other departments regarding construction and rehabilitation related issues. Prepares, reviews, or arranges for regulatory permit and real estate acquisition. Coordinates with the general public, internal staff/agencies, and/or external agencies; convenes, facilitates and attends meetings; and prepares and makes presentations to the public, elected officials, and other stakeholders. Supervises, manages, and monitors other Project Managers and their work within the Department of Public Works. Performs related work as required.Knowledge, Skills and Abilities
  • Knowledge of the principles and practices of engineering, construction management, and environmental and geotechnical sciences.

  • Knowledge of principles and practices of conflict resolution and negotiation strategies.
  • Knowledge of pertinent federal, state and local laws, codes, and regulations.
  • Ability to manage large-scale complex projects or initiatives, enterprise projects, or overseeing the management of multiple projects simultaneously.
  • Ability to plan and direct the work of project managers, engineers, architects, contractors, technicians, and clerical personnel.
  • Ability to give technical and professional review to a wide variety and large volume of public works project plans and studies, and related documents.
  • Ability to manage budgets and allocating resources.
  • Ability to interpret, monitor, and report financial information and statistics.
  • Ability to monitor and execute procurement activities and negotiating and administering contracts.
  • Ability to oversee the implementation of, and adherence to, quality assurance activities and standards.
  • Ability to present clear and concise reports, orally and in writing.
  • Ability to read and interpret complex studies, engineering reports and plans.
  • Ability to supervise, guide, and mentor professional and other employees.
  • Ability to make presentations to stakeholders, elected officials, and County leadership.
  • Ability to interpret and apply applicable laws, codes, regulations, and standards.
  • Ability to manage and evaluate staff performance, training, coaching, coordinating deadlines, prioritizing work demands, and assigning/monitoring work.
Minimum RequirementsPHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Ability to visit work sites and inspect properties, structures and facilities. Requires standing, stooping and walking, sometimes in an outdoor environment.EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in Construction Management, Engineering, Architecture or in a related field and eight (8) years of experience in the field of construction project management OR a Bachelor's Degree and ten (10) years of experience in the field of construction project management. Two (2) years' as a supervisor required.LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Effective July 1, 2011, FRS members must contribute 3% of their salary as retirement contributions, on a pre-tax basis (the salary is reduced by the amount of the employee contribution before determining the federal income tax deduction).
