Data Governance Officer - Public SectorAt Staffline Recruitment we are partnering with our client, a public sector body who have experienced significant growth and change in recent years. As part of their growth and expansion they have a permanent opportunity available for a Data Governance Officer to join their organisation.Working as a member of the organisation's Data & Analytics Management Team, the successful candidate will have responsibility for putting in place a more formalised structure to data management processes through the development, re-development, and implementation of a suite of policies and procedures which, when taken together will represent a cohesive data management and governance framework adhering to industry best practice. This will include consideration of the full data lifecycle, from acquisition to disposal as well as operational data and document management needs.The successful candidate will have a key input into ensuring the management and Board are kept fully aware of the volume and nature of data processed, and maximising the ability to efficiently utilise this data to meet the needs and obligations of the organisation.Key responsibilities will include:
  • Build and maintain a detailed data inventory of the data assets
  • Work with stakeholders in various business units to review their data processes and develop solutions to govern their use of data throughout the data lifecycle
  • Identify existing or appropriate organisational data owners
  • Work closely with DPO to ensure that data governance systems are aligned with, and indeed underpinned by the principle of data privacy by design
  • Define, document, and implement an organisation wide document management policy and set of procedures for the appropriate handling of documentation
  • Be an advocate for the strategic importance of data governance, with the aim of continuously driving improvements and increasing compliance with established best practice
  • Have overall responsibility for the development and roll out of a DQM methodology
  • Develop educational materials for different audiences
  • Support the Data & Analytics Directorate and wider organisation in developing a strategic approach to data quality and data standardisation.
  • Ensure good individual and team management structures are in place to support performance / staff management and development
  • Delegate work and ensure effective relationships in a team-working context
  • Ensure adherence to the highest standards of health and safety and to all internal policies and procedures which support the promotion of a positive environment for occupational safety, health, and welfare
Applicants must meet the following requirements:
  • Relevant third level qualification (e.g. Degree), is required
  • Any recognized industry qualifications pertaining to Data Governance would be advantageous
  • At least three years' experience working as a data governance specialist / manager.
  • A good understanding and specialist knowledge of information management practices including data governance, information lifecycle management and data quality management.
  • An understanding of relevant statutory frameworks applying to data governance including Data Protection as well as industry standards such as those published by the ISO
  • Experience of leading on data governance initiatives and organisational change management within the field of data / information management
  • Experience of information security and data protection
  • Experience of preparing and delivering training in person and online
  • Active participation in industry networks / practitioner communities
This is a permanent position with a salary scale in the region of €60,000 - €90,000 plus benefits depending on experience.This position will be based in Dublin City Centre with a hybrid working model with a very flexible blend of office based and remote working.
