- Responsible for mgt. & allocation of resources within a QS Dept..
- Define & manage Project Programmes to authorised budget, time, quality, & scope targets.
- Prep contract documents & liaise with procurement.
- Ensure that key objectives of Procurement Rules & associated project mgt. procedures adhered to.
- Prepare project budget cost estimates & detailed cost plans & undertake regular reviews & provide updates as required
- Assist the Project Managers to identify, analyse & quantify project risks & update Risk Register & Risk Mgt. Plan
- Prep BOQ as part of Tender Docs.
- Review tender docs & advise on completeness of design information
- Price BOQ to establish budget estimates
- monitor, challenge & report on costs of variations & claims in with Change Control Procedure (PMP005).
- Prep Interim Payment Certs for Construction Contracts.
- Prep Final Accounts inc adjustment for variations/claims etc.
- provide commercial, contractual & risk analysis support in any construction dispute resolution proceedings where they arise.
- Monitoring & reporting all aspects of the dept. projects.
- Report to Commercial Manager & manage: Senior QS staff; Intermediate, Junior & Graduate QS staff; Project Planner & professional, technical, clerical
- Chartered QS (MRICS or SCS) with QS degree or Const./Project Mgt. degree.
- Min 10 years relevant exp.
- Proven comm skills, & exp. (pre & post-contract duties) on large construction projects & building fit out projects.
- Manage & administer construction contracts.
- Detailed knowledge & application of the Public Works contracts.
- Knowledge of forms of Contract - RIAI, IEI, FIDIC & target cost contracts (NEC etc.)
- Exp. & involvement in construction dispute resolutions (conciliation, arbitration, adjudication etc.)
- Produce BOQs, tender & contract docs.
- Leading & managing a team of QS on major construction projects.
- Strong leader, negotiation & interpersonal skills.
- Exp. of Final Account negotiations & settlements.
- Exc. comms, leadership & relationship skills.
- Planning, scheduling & organisational skills.
- Demonstrate ability to produce & manage budgets.
- Exp. in construction dispute resolution proceedings (conciliation, arbitration, adjudication etc.)
- Ensure that corporate HR policy & procedures are adhered to
- Managing QS team to ensure priorities assigned to achieve objectives.
- Support provision of training staff including mentoring grad & supporting them to chartership.
- Lead & provide all necessary support to staff to enable the execution of their role.
- Mgt. of int/external resources to deliver to agreed scope, programme & applicable budget on Projects.
- Mgt. of project s/holders to ensure expectations met on Projects.
- Plan, monitor & report on all financial aspects of those works for which you are responsible.
