We know that improving the economic lives of women is a critical element of reducing family poverty, and this year, thanks to deliberate work to engage and integrate more women into our programs than ever before, we hit an important milestone—42% of our clients were women.Micro-Retail Development Project SummaryTechnoServe has received notice from USAID El Salvador of the Mission’s intent to award a project in early 2024 that will strengthen the profitability and resilience of the micro-retail sector in El Salvador. The project will leverage the unique capacities, resources, and networks of the project’s private sector partner, TechnoServe, and USAID to sustainably address the key challenges facing micro-retailers in El Salvador and drive long-term inclusive growth in the sector. The project will support micro-retailers to gain and apply the knowledge, skills, and tools they need to profitably manage their businesses; access finance to expand inventory and invest in business growth; and adopt new revenue streams that benefit their clientele and community, with a focus on women and youth. By these means, we will improve the revenue and resilience of micro-retailers, increase community access to goods and services, and improve economic prospects in El Salvador, fostering rootedness and reducing economic pressures driving irregular migration.Job SummaryTechnoServe is seeking an experienced Deputy Director for Micro Retail Program. The Deputy Program Director will be responsible for co-leading partnerships, and overall monitoring of daily activities and impact evaluation of the program.The position includes managing relationships with corporate partners, planning and reporting as well as supervising program activities, supervise data collection activities, support the program director on reporting, presentations and communications activities. The deputy director will support the budget planning and execution process making sure the total accomplishment of TechnoServe´s and donor´s policies and procedures.The Deputy Director will work directly with the Program Director.Primary Functions and Responsibilities:Leadership and Management
  • Conducts briefs and technical meetings for internal and external representatives.
  • Monitor and drive achievement of project goals, including in cross-cutting areas such as gender equity, and lead donor and partner relationships
  • Develop and coordinate the execution of project procurement plans
  • Act as a spokesperson for the program and present their work internally and externally, as required for Program Director
Project Execution
  • Coordinate with Program Director to ensure sound project financial management and compliance, in coordination with TechnoServe’s El Salvador country platform team and Latin America and the Caribbean (LAC) divisional team.
  • Builds collaborative networks with clients to assess performance and anticipate needs proactively identify and build partnerships and alliances with other private and public market actors through outreach and promotional activities.
  • Work with TechnoServe’s Entrepreneurship practice and other global practice areas and experts to incorporate and share tools and best practices.
  • Executes the program ensuring timely and high-quality service delivery- in line with client expectations- resolving quality issues and managing mechanisms to incorporate new policies and procedures
Reporting and MEL
  • Supports the development of donor and partner’s reports.
  • Report impact and progress of programs internally and externally according to each program’s M&E plan including quarterly reports, annual corporate measurements, and donor presentations.
General Support
  • Supports the Program Director on any activity during the her/his absence.
  • Develops solutions to complex problems, which require the use ingenuity and innovation
Basic Qualifications
  • Master’s degree with 7 years of relevant experience or bachelor’s degree with 10 years of experience statistics, econometrics, international development, business, economy, or other relevant areas.
  • Proven experience in project management, monitoring and evaluating programs
  • Experience in budgeting.
  • Local/regional candidates preferred; Experience working in Central America and/or the Latin America Region strongly preferred.
  • Experience and knowledge of USAID regulations and procedures (highly preferred)
  • Experience building win-win partnerships between private sector and development stakeholders, including financial institutions and technology providers.
  • Results-oriented, with demonstrated experience achieving project targets.
Preferred Qualifications
  • Experience leading SME development programs, in particular access to finance, market access, digitalization or youth integration
  • Team manager with good communication skills that enable seamless collaboration with field-based teams
  • Demonstrates high attention to detail and superb planning skills with a history of working independently and within agreed timelines and the flexibility to manage multiple tasks simultaneously while adapting to changing work situations.
Required Languages
  • Has excellent written and verbal communication skills in English with proven report writing, presentation, and data analysis skills.
Travel
  • Regular travel across El Salvador
