- Digital Solutions Strategy Development: Lead the development and implementation of the overall digital solutions strategy for the SMEs Go Digital Programme. This includes identifying key trends in the digital solutions landscape, anticipating future SME needs, and defining strategic priorities for the programme.
- Policy Review & Enhancement: Lead the ongoing review and analysis of pre-approval programme policies, focusing on how they can best support the adoption of high-impact digital solutions by SMEs. This involves staying abreast of developments within the digital solutions industry, evolving SME needs, and best practices in policy design. Propose policy amendments to enhance programme effectiveness and achieve better outcomes for SMEs.
- Stakeholder Engagement & Collaboration: Cultivate and manage strong relationships with key stakeholders, including sector lead agencies, funding agencies, digital solution providers, and SME representatives. Facilitate collaboration and consensus-building to ensure alignment on programme objectives and policy directions.
- Application Processing: Oversee the timely and efficient processing of pre-approval applications, ensuring adherence to established procedures and service level agreements (SLAs). Monitor application turnaround times and implement measures to optimise the process.
- Vendor Management: Manage the performance and compliance of pre-approved vendors, addressing any complaints or non-compliance issues promptly and effectively. Develop and implement vendor management strategies to ensure high-quality service delivery to incoming and existing pre-approved vendors.
- Thought Leadership & Advocacy: Represent the SMEs Go Digital Programme at industry events, conferences, and other forums. Act as a thought leader and advocate for the importance of digitalisation for SMEs.
- Team Leadership: Lead and manage a team of policy and strategy professionals, providing guidance, mentorship, and development opportunities. Foster a culture of collaboration, innovation, and high performance.
- Reporting & Analysis: Monitor key performance indicators (KPIs) related to the programme and provide regular reports to senior management on programme performance, challenges, and opportunities. Conduct data analysis to identify trends and inform strategic decisions.
- Bachelor’s degree in business administration, Public Policy and Administration, Economics, Information Systems, or a related field. A master’s degree is a plus.
- 8+ years of experience in policy development, programme management, or strategy development, preferably in the technology sector or a related industry. Operational experience is a plus.
- Demonstrated experience in stakeholder management and collaboration, with the ability to build strong relationships and influence diverse stakeholders.
- Strong analytical and problem-solving skills, with the ability to identify issues, analyse data, and develop effective solutions.
- Deep understanding of the digital solutions landscape, including emerging technologies and trends.
- Excellent communication, presentation, and interpersonal skills.
- Familiarity with the SME landscape in Singapore and the government's digital transformation initiatives is a plus.
