We are seeking a highly motivated Workplace Safety and Health (WSH) Manager/Senior Manager to lead and oversee the development, implementation, and continuous improvement of a comprehensive WSH Management System (SMS) across all NLB libraries and facilities. You will play a critical role in fostering a strong safety culture and ensuring the well-being of all staff, patrons, and volunteers.What you will be working on:Leadership and Strategic Alignment
  • Develop and implement the NLB's WSH policy and strategic goals, ensuring alignment with the organization's overall mission and vision.
  • Support/Lead the WSH team in conducting comprehensive and site-specific risk assessments across all NLB libraries and facilities, identifying potential hazards in library operations, public areas, and back-of-house spaces.
  • Develop and implement effective mitigation strategies to address identified hazards, prioritizing actions based on risk severity.
  • Stay up-to-date on relevant WSH legislation, regulations, and best practices, particularly those pertaining to libraries and cultural institutions.
  • Proactively research and propose advancements in the WSH Management System to ensure continuous improvement.
Program Management and Implementation
  • Oversee the successful implementation and ongoing effectiveness of the NLB's WSH Management System.
  • Develop and deliver impactful and engaging safety training programs for all NLB staff, volunteers, and potentially, patrons (e.g., fire safety awareness) tailored to their specific roles and responsibilities.
  • Conduct regular WSH audits and inspections across all NLB sites, identifying any non-compliance issues and implementing corrective actions in a timely manner.
  • Manage and investigate all workplace incidents and accidents, ensuring thorough documentation, root cause analysis, and implementation of corrective actions to prevent recurrence.
Communication, Collaboration, and Culture Building
  • Champion a positive safety culture within NLB, promoting employee and volunteer engagement in safety initiatives.
  • Communicate effectively with senior management, staff, volunteers, and potentially patrons regarding WSH policies, procedures, and best practices, fostering a culture of shared responsibility for safety.
  • Collaborate with other NLB departments (e.g., Facilities Management, Operations) to ensure WSH considerations are integrated into all aspects of library operations.
Compliance and Reporting
  • Ensure NLB's strict adherence to all relevant WSH regulations and standards, including the Workplace Safety and Health Act and any MOM (Ministry of Manpower) guidelines specific to libraries.
  • Maintain accurate and up-to-date WSH records and documentation as per NLB and regulatory requirements.
  • Prepare and submit required WSH reports to the Ministry of Manpower (MOM) and other relevant authorities in a timely and accurate manner.
What we are looking for:
  • Preferably with 2 years of working experience in a WSH role and within the public service or library setting
  • Preferably with WSH certification
  • Good working knowledge of ISO 45001 and Safe Management Measures
  • Experience in developing and delivering safety training programs for diverse audience
  • Strong communication, and interpersonal skills
  • Excellent analytical and problem-solving skills
  • Team player mentality with ability to work on own initiative with minimal supervision
  • In-depth knowledge of WSH regulations and best practices, particularly those relevant to libraries and cultural institutions
  • Strong computer literacy with proficiency in relevant software (e.g., Microsoft Office Suite, Data Analytics)
