Description of Work**This is a Repost - Previous Candidates Need Not Apply**The position is responsible for the overall management and administration of the budget for Division of Child and Family Well Being, involving numerous and complex federal funding streams. Provides fiscal and budgetary support/technical assistance to top management, executive staff to include the Deputy Secretary for Opportunity and Well-Being, Division Director and Deputy Director, and leaders of the DCFW sections: (1) Food and Nutrition Services (FNS); (2) Community Nutrition Section (CNS); (3) Early Intervention; (4) Whole Child Health, and (5) Director's Office/Finance.This position is responsible for the direct supervision of three full-time business officers, and indirect supervision of another twelve business officers at the Child Developmental Services Agencies (“CDSA's”) located throughout the state. The budget manager serves as the budget and non-contracts accounts payable subject matter expert within the Division. This manager will ensure DCFW finance meets all Federal, State, DHHS, and Divisional legal and procedural requirements. This position will work closely with NCDHHS Division of Budget and Analysis and the NCDHHS Controller's office to ensure best practices in budgeting and non-contractual accounts payable processes, federal grant monitoring and reporting, and appropriate cost allocation. The budget manager's role requires close collaboration with the DCFW procurement manager, and other DCFW staff.About the Division of Child and Family Well-Being:
The Division of Child and Family Well-Being is the newest division at NCDHHS, which focuses on supporting whole child and family health and well-being for North Carolinians. DCFW includes complementary programs that support child and family well-being including major nutrition programs (SNAP, WIC, and the Child and Adult Care Food Program), early intervention services for children birth to three, and health programs and services to support mental and physical health for children.Knowledge, Skills and Abilities / CompetenciesTo receive credit for all of your work history and credentials, you must list the information on the application form.   • Working knowledge of State or Federal budget policies, practices, systems, or regulations.
  • Demonstrated experience in financial reporting, financial analysis, and cash management.
  • Experience in developing or executing policies, processes, and/or financial administrative criteria for the funding of projects, programs or organizations.
  • Excellent written and verbal communication skills, ability to effectively collaborate and communicate effectively across a range of internal and external stakeholders.
Management Preferences:
  • Demonstrated experience managing federal grants.
  • Experience with financial operations in a government health or human services agency.
  • Strong leadership capabilities with ability to build an inclusive and equity-focused team culture.
  • A customer service mentality with a relentless focus on delivering value to the programs of DCFW and the North Carolinians its programs serve.
  • Experience making business or financial processes and decisions transparent through the proactive use of dashboard or performance metrics.
