The London Borough of Merton, in partnership with Wandsworth and Richmond-upon-Thames Councils, is seeking a dedicated Private Sector Housing Enforcement Officer to join our dynamic Regulatory Services Partnership.About Us:The Regulatory Services Partnership delivers essential Environmental Health, Trading Standards, and Licensing services across three vibrant London boroughs. We are dedicated to ensuring safe and healthy living environments for all residents. As a Private Sector Housing Enforcement Officer, you'll play a vital role in regulating the private rented sector, directly improving the quality of life for tenants.About the Role:As a Private Sector Housing Enforcement Officer, you will play a crucial role in regulating the private rented sector, ensuring properties meet legal standards and promoting public health. You'll investigate complaints, conduct inspections using the Housing Health and Safety Rating System (HHSRS), and take enforcement action to address hazards, improving conditions in the private rented sector.Key Responsibilities:
  • Conduct property inspections using HHSRS and draft schedules of work.
  • Prepare and serve legal notices under the Housing Act 2004 and public health legislation.
  • Take enforcement action, including preparing legal proceedings and issuing Financial Penalty Notices (FPNs).
  • Process property licence applications and provide guidance to landlords and tenants.
  • Collaborate with stakeholders, including the Police, Public Health, and other agencies.
  • Provide excellent customer service and respond to queries from the public and stakeholders.
We're Looking For:
  • A relevant degree (BSc, MSc, HNC/HND in Environmental Health, Housing, Building Studies, or a related field).
  • A strong understanding of regulatory frameworks.
  • Excellent communication and interpersonal skills.
  • The ability to manage a varied caseload and meet deadlines.
  • Proficiency in IT software, including Microsoft Office.
  • A willingness to learn and develop within the role.
