1. POST CONTEXT AND RESPONSIBILITIES.
  • The mission of the NATO STO is to help position the Nations and NATO’s S&T investments as a strategic enabler of the knowledge and technical advantage for the defence and security posture of NATO Nations and partner Nations.
  • As described in the STO Charter, the STO Collaboration Support Office (CSO) is one of the executive bodies of the STO. Within the framework of the STO Collaborative business model, the CSO provides executive and administrative support to the S&T activities conducted through the STO level 2 committees, the Scientific and Technical Panels and Group, and level 3 working groups.
  • The Chief Security Guard, under the control of the Chief Security, is expected to work with little supervision; in addition to the security tasks, the Chief Security Guard trains and supervises the work of the other guards from the company providing physical security services, he/she coordinates the plan of monthly guarding shifts, and performs administrative work. The post holder advises the CSO senior leadership on physical security issues.
2. Functions include:As the only NATO civilian CSO security guard the Chief Security Guard is responsible for:1. Coordinating with the contracted security services company the quarterly and monthly planning of the guarding tours of duty.2. Training contracted guards and providing further training as needed.3. Submitting monthly planning to the Chief, Security, and informing him/her of implementation status of related security measures.4. Maintains up to date information available at the guarding post in the area of fire detection, firefighting, police alarm and building protection alarm, ensure contracted guards are aware and cognizant of such information. Conducts regular tests of alarm systems and reports malfunctions.5. Liaises with local police authorities in case of alarm malfunctions or interruptions due to maintenance or faults.6. Following PALS instructions, monitors Staff building access rights, and creates individual access badges for Staff and visitors.7. Prepares security related paperwork and files for visitors, including for STO Program of Work meetings.8. Ensuring contracted guards are aware of and follow CSO Security guidance and instructions.9. Maintaining and updating the records of the guard post’s activity.10. Holding and updating own records of tours of duty to keep number of hours within expected plan over the calendar year.As member of the guarding team:11. Ensuring the continuous surveillance of the CSO grounds, buildings and approaches from the street.12. Conducting security checks at various hours to ensure that all classified material is properly secured and to verify that all safes are locked.13. Maintaining and issuing visitor security badges. Inspecting the contents of visitors' briefcases and carrying bags. Promptly notifying the appropriate staff member of a visitor's arrival. Ensuring that visitors are escorted throughout the duration of their visit.14. Escorting contractors on the CSO premises as and when needed.15. Conducting spot-check searches on entering staff and visitor vehicles. As required, directing outgoing vehicle traffic to ensure safe passage from the CSO premises to the street area.16. Receiving all incoming telephone calls when the desired CSO extension is not answered. When possible, transferring the calls to another party or forwarding an appropriate message.17. Receiving parcels and ensuring that they are promptly claimed by the Registry. Safeguarding classified and registered mail when necessary.3. AUTHORITYThe Chief Security Guard reports to the Chief Security.4. QUALIFICATIONSESSENTIALProfessional /Experience· Must have 5-year experience in physical security functions, some in a supervisory and/or responsible position.· Must be prepared to respond to local security incidents and emergency situations.· Must be knowledgeable in the operation of alarm and communication systems.Education/Training· Previous service with a national security/safety/defense organization.· Training in security and safety regulations and practices.Language· Very good knowledge of French (SLP: 4444) with a fair knowledge in English (SLP: 2222).DESIRABLEThe following would be considered an advantage:Professional /Experience· Previous service with national law enforcement authorities.· Having knowledge of NATO security regulations and practices.Education/Training· Good knowledge of MS office software suite.Language· Good knowledge of English (3333)5. Managerial responsibilitiesTrains contracted security guards on CSO specific security environment and tools, oversees their performance at work and reports shortfalls to the Chief Security. Ensures CSO security guidance and instructions are implemented and adhered to by contracted guards.3. Professional Contactsa) Reports directly to the Chief, Security.b) Interacts with CSO personnel and visitors in the course of his duties.4. Contribution to the ObjectivesThe security of the CSO premises is core to the existence of the collaborative environment needed by the contributors to the STO Program of Work. A number of Task Groups meet on the premises yearly, relying on the CSO to provide the safe environment they expect for exchanging information. The requirement to provide a secure collaborative environment is part of the functions of the CSO. This extends to the protection of the communication equipment hosting the virtual collaborative work environment.6. SECURITY CLEARANCE LEVELNATO Secret7. WORKING ENVIRONMENTExtreme attention is required to keep access to the premises safe and secure for the Staff and visitors. Continuously monitoring the perimeter including the adjacent city street and private buildings.8. EMPLOYMENT TERMS AND CONDITIONSThe position is at grade G6. The starting basic monthly salary will be Euro 4,220, exempt from income tax. Specific allowances may apply, depending on personal circumstances of the incumbent.NATO International Civilian employees benefit 30 days of annual leave, life and medical insurance, and a retirement pension plan; expatriated Staff also benefits an expatriation allowance, educational allowance for dependent children and biennial home leave.The successful candidate will be offered a definite duration contract of three years, which may, on conditions, be followed by another contract (indefinite).The appointment is subject to the receipt by the CSO of a security clearance (provided by the national Authorities of the incumbent) and to the delivery of a certificate of medical fitness by the CSO Medical Advisor.9.
