Job SummaryRequirements for Appointment/Person SpecificationFor appointment to this grade, an officer must have: -i) At least eight (8) years relevant work experience, three (3) of which must have been in a supervisory level in a comparable and relevant position in public service or private sector;ii) Master’s degree in any of the following disciplines: Library and Information Management or Science, Records Management, MBA- Management Information System option or equivalent qualification from a recognized institution;iii) Bachelor’s degree in any of the following disciplines: - Library Studies, Information Science or other relevant and equivalent qualification from a recognized Institution;iv) Membership to a relevant Professional body;v) Management course lasting not less than four (4) weeks, or equivalent, from a recognized institution;vi) Proficiency in computer applications;vii) Demonstrated good results in work performance; andviii) Meets the requirements of Chapter six (6) of the ConstitutionResponsibilitiesThe duties and responsibilities of the officer will entail:i) To lay down the vision, mission, objectives and broad policies of information science in consultation with top management of the Institute.ii) Implementing measures to enhance efficient Resource Centre services at KMFRI.iii) Establishing collaboration with other Libraries and Resource Centres for information sharing (e-library).iv) Lead the Institute library to achieve the highest level of excellence in all strategic dimensions of library activities.v) Developing outreach programs as part of the Knowledge Sharing strategy in the Institute.vi) Ensure information is stored in a manner that is accessible to users.vii) Ensure effective dissemination of information and research findings as appropriate.viii) Updating the Knowledge Management information databases.ix) Supporting the implementation of the Knowledge Management System.x) Develop a comprehensive records management programme.xi) Develop record cataloguing, coding and classification systems, and monitoring their use.xii) Ensure that all members of staff are trained on how to create, use and manage records.xiii) Coordinate the design and implementation of electronic records management system.xiv) Manage the changeover from paper to electronic records management systems.xv) Coordinate the development and implementation of a records retention and disposal schedule.xvi) Keeping up to date with legal requirements on data storage and protection.xvii) Issue necessary instructions for preparation of information science budgets, procedures, schedules, etc.xviii) Organize information science staff into various functions and services.xix) Provide authoritative expert advice to the management, the Institute as a whole, or external parties on information management.xx) Ensure safety and security of the information in the Resource Center and registries.xxi) Execute the plans of the organization in accordance with the policies and directives of the top management.xxii) Send important reports and other important data to top level management.xxiii) Evaluate performance of junior staff.xxiv) Motivate lower-level managers towards better performance.xxv) Secure equipment, materials and services required to support the performance of their roles.xxvi) Perform any other duties as may be assigned from time to time.
