They do this by providing technical and business advisory services and financial assistance to the small and medium- sized enterprises they serve.The Manager, Operations and Finances, develops, recommends and oversees the implementation of IRAP's program and operational and business policies, processes, procedures and guidelines and provides relevant advice to the Director General, IRAP Regional Leadership.The Manager is also accountable for developing and maintaining financial, transactional and other systems and tools that support IRAP business processes.Duties related to this position include: people management; establish work plans and commitments, provide guidance in the interpretation and application of policies and procedures.Finally, the Manager prepares and manages annual planning models, templates, plans, and performance reports in accordance with IRAP's Program Performance Framework and the NRC requirements.Screening CriteriaApplicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:Candidates must respond to all pre-screening questions in detail in order to be considered. Extensive*** experience in the management of budgets, contracts, and of administrative functions, preferably in a public sector environment.
Extensive*** experience in the supervision of administrative staff, ideally in a decentralized office situation.
Significant* experience in providing advice to management on operational processes related to financial and administrative services.
Experience in the development, interpretation, and implementation of operational policies and procedures.
Recent** and significant* experience using Microsoft Office, in particular Excel, Word, Microsoft Teams and Outlook at an intermediate level.
Experience working at an advanced level MS Excel would be considered an asset.
Experience in extracting, analyzing and synthesizing economic and business data into reports would be considered an asset.

Competency Profile(s)For this position, the NRC will evaluate candidates using the following competency profile:CompensationThe intent of this hiring action is to staff this position at the RCO-2 or RCO-3 level which is a mid-career level position with a salary range of $82,338 to $136,871.NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate's expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.
