Key Responsibilities:Compliance Oversight: Monitor and enforce adherence to mandated precautionary measures introduced by SMEC across all regional offices. Ensure strict adherence to prescribed precautionary measures introduced by SMEC in all regional offices.Reporting: Generate timely and precise reports encompassing all HSE-related matters, meeting both internal necessities and divisional demands. Prepare monthly HSE reports for the Central Asia region and promptly submit them to the Divisional Health & Safety Officer.Screening Protocol: Implement and oversee a meticulous screening process for external individuals accessing the offices, meticulously following SMEC’s established protocols.Incident Management: Promptly notify the Operations Manager and Senior Management of any HSE incidents in addition to the Divisional Health & Safety Officer. Create thorough incident reports within 24 hours of the occurrence. Take part in investigations and finalize investigation reports within 10 days of the incident, including root cause analysis.Training Facilitation: Provide extensive safety training to all employees, enhancing their awareness, knowledge, and readiness in handling potential hazards and HSE-related issues. Deliver specialized safety training tailored to the unique needs of workers operating on specific sites, ensuring they are well-prepared for the challenges they face. Regularly update and manage training data for Regional Learn Connect and HSE Training on a regular basis.HSE Portal System: Enter data from checklists of all offices, sites, and projects within the Central Asia region into the system. Analyze the complete dataset to identify Corrective Action Plans (CAPs) and oversee their implementation.Emergency Preparedness: Maintain up-to-date contact details for essential emergency services, including police stations, hospitals offering specialized treatments, and fire departments.Auditing and Investigation: Conduct comprehensive safety audits, both internally and externally, to ensure compliance with regulations and to identify areas for improvement.Risk Management: Perform Risk Assessments to identify potential hazards and develop strategies to mitigate them effectively.Documentation Preparation: Prepare essential Health and Safety documentation required for new tenders, ensuring compliance and alignment with safety regulations.Collaboration and Assistance: Offer guidance and support to Office Managers and OH & S Coordinators to ensure that premises meet OH & S regulations effectively.KEY CHALLENGES:Regulatory Complexity: Navigating evolving health, safety, and environmental regulations.Cultural Diversity: Managing safety across diverse teams with varying safety cultures.Resource Limitations: Allocating adequate resources for training and safety measures.Data Management: Handling and analyzing a significant volume of safety-related data.Complex Sites: Tailoring safety approaches for diverse and complex project sites.Communication: Ensuring clear safety communication throughout the organization.Balancing Priorities: Managing safety alongside operational demands.Risk Assessment: Effectively assessing and managing risks across activities.Human Factor: Addressing employee attitudes towards safety.Crisis Management: Responding effectively to unforeseen crises.Qualification:
  • Minimum of a bachelor's degree in occupational health and safety or a degree in engineering, environmental safety, or a related field.
  • At least five (5) years of experience in Health, Safety and Environmental issues.
  • Ability to travel to Site Offices.
  • Fluent English, Kazakh and Russian
SMEC has operated in Kazakhstan since 1999 when it established a permanent office in Nur-Sultan.SMEC’s first project in Kazakhstan was the provision of construction supervision and institutional strengthening services for the Atyrau Pilot Water Supply and Sewerage Project.Since then, SMEC has worked on a range of projects throughout Kazakhstan including: construction of rural water supply systems in the Karaganda Oblast region; irrigation and drainage improvement in the Syr Darya Basin; rehabilitation of Almaty-Gulshad Road; and the upgrade and reconstruction of three sections of highway between Taraz and Korday in Zhambyl Oblast.More recently, SMEC has been engaged to provide construction supervision services for the rehabilitation of a 38 km section of the Shymkent-Tashkent roadway, as part of the Central Asia Regional Economic Corporation (CAREC) Corridor 3 project.
