This pay information is being provided pursuant to applicable law and is based in part on market location.Schedule:Standard Hours of work are 08: 15 16: 30 Alberta time, Monday through Friday, excluding holidays observed by the province. This position is located in Edmonton. Resource will work on a hybrid work arrangement and must be available onsite three days per week.Scope:Reporting to the Financial Operations Manager, the Financial Operations Accounting Compliance Officer will contribute to the efficient completion of the Accounting Officer Compliance function, delivery of financial operations & advisory services to all divisions and branches of the ministry.
The incumbent will perform intermediate general accounting work, perform, and complete the accounting officer function, and provide advisory services.This position s functions include providing technical and financial information and professional advice to various stakeholders, involved in payment processing, and ensuring that internal controls are established and maintained.The successful resolution of transactional and systemic issues and problems is an ongoing responsibility. The primary goals of this position are: the effective and efficient operation of payment processes, the maintenance of appropriate internal controls, and compliance with relevant financial legislation, policies and procedures. Duties are performed in accordance with established government and departmental legislation, regulations, and policies.The successful candidate is expected to have a broad skill set and be capable of performing diverse functions and activities, including but not limited to:Working knowledge of generally accepted accounting principles (GAAP), accounting processes including purchasing, accounts payable, accounts receivable, cash receipts and revenues, general ledger, payroll.
Working knowledge of audit principles and internal controls.
Knowledge of government financial management systems.
Working knowledge of the Financial Administration Act, Treasury Board Directives and related financial policies.
Hands on experience with computer software such Microsoft Word, Excel, Outlook, SAP.
Strong organizational, time management, interpersonal and communications skills.
Ability to exercise professional judgement.
Strong analytical and problem-solving skills - identify issues, analyze the situation and recommend alternatives.
University graduation in a related field (equivalency: related diploma plus 3 years related experience) plus one year related experience. Enrolment in a professional accounting (CA, CGA, CMA, CPA) program desirable.Duties:Perform intermediate accounting functions that can impact ministry financial statements.
Perform intermediate accounting activities and ensure that accounting transactions are accurately posted and reported.
Perform & complete the Accounting Officer compliance function to ensure it is properly discharged and that disbursements comply with all government and departmental policies.
Perform compliance review on disbursements such as daily Accounts Payable, Account Receivable, and General Ledger transactions (expense claims, P-Card, EPS, various invoices).
Assist in account reconciliations. Bank reconciliations.
Provide intermediate level financial advisory services to all stakeholders.
Analyze, investigate, and resolve intermediate operational issues raised by customers.
Provide advice and interpretation of financial policies and procedures.
