You are the first point of contact for any licensing advice and provide management oversight of any applications for any replacement licences, new licenses, or license reviews. Note: within this definition is included revisions or new permit applications for environmental compliance.
You’ll lead a team who provide specialist advice in respect of some specific licence conditions (LC35 - Decommissioning and 36 – Organisational Capability) and more general advice through the provision of Operational Safety Specialists who deliver day to day advice and challenge to operations carried out by each Business Unit on the Capenhurst site (either tenant or direct licensee operations) and the Shared Service function. Through these activities, the Licencing Manager ensures Hold Point / Quality Plans are agreed and adherence is confirmed prior to authorisation of work, appropriate to the operator’s range of activities and lifecycle phase(s).What will your day look like?
- Provide leadership and management to the Licensing Team, ensuring safe and compliant delivery of the Licensing Team objectives, delivered on time and in accordance with wider Capenhurst objectives and priorities.
- Ensuring through development and ownership of a surveillance, inspection, and audit programme that the activities and undertaken at Capenhurst are compliant with Capenhurst Arrangements and which could impact upon:
- Compliance with the Nuclear Site Licence
- Radiation protection and compliance with Reg 4(3) Ionising Radiations Regulations
- Environmental Permits
- Security of the Nuclear Licensed Site
- Process owner for control of property transactions (LC3) ensuring Urenco UK Limited maintains security of tenure of the Nuclear Licensed Site in accordance with the basis upon which the licence was granted.
- Responsible for management of the regulatory interface, ensuring effective establishment and maintenance of excellent regulatory relationships.
- Deputy to the Chief Nuclear Officer.
- Contributes as a leader to the Health, Safety, Security and Environment Culture development and improvement for the site.
- Direct engagement with wider stakeholders on compliance and safety issues.
- Responsible for the development, maintenance and periodic update of Nuclear Site Licence Arrangements and reviewing their effective implementation via the programme of audits and inspections.
