ResponsibilitiesUnder the guidance of the Site Lead and the Deputy Chief of Party – Technical, this position will collaborate closely with marine and fishery law enforcement government agencies, e.g. DENR Caraga, SIPLAS Protected Area Management Office (PAMO), BFAR, Phil. National Police, PNP Maritime Group, Phil. Coast Guard, Phil. Navy, MARINA, local key stakeholders and sectors in the community (including women, youth, IPs and senior citizens, and identified private sector partners) to ensure broad and active participation in SIBOL-supported activities; and establish and maintain social and institutional links with government, civil society partners, and communities for improving the governance and management of protected areas, reduction of environmental crimes, strengthening of institutional and staff capacities, coordination and communication, and conduct of information dissemination and behavior change campaigns.The SECOMO will report directly to the Site Lead who will regularly provide updates on field activities to the DCOP for Technical and Policy, MEL, communication teams and SA leads.Essential Duties: Main purpose of job (List primary duties that occupy a majority of incumbent time in order of importance) * Facilitate an interagency, inter-local, multi-sectoral and multi-level meeting/workshop on auspices of the PAMO and Committee on Law Enforcement to update generate information on current threats, responses, challenges and needs, and draw up a common plan of action.
- Assist in the development and implementation of training module/s to capacitate field enforcement managers and enforcers in responding to identified threats. Occasionally and as the need arises, may act as resource person on technical subjects.
- Facilitate the monitoring and evaluation of the implementation of the Plan of Action (operation plan) every month and provide written report, analyses and recommendations.
- Serve as Liaison with provincial and regional enforcement agencies as well as NGOs, POs , academic institutions and private organizations with interest in supporting the law enforcement plan of SIPLAS in conjunction with the Site Team Lead.
- Assist the Site Lead in establishing institutional and working relationships with the DENR, LGUs, governance bodies, civil society partners, and community stakeholders.
- Under the guidance of the Site Team Lead act as key facilitator and coordinator in the conduct of various on- and off-site periodic assessments particularly violations of environmental laws, drivers of marine resources degradation, and other relevant activities for improving the governance and management of coastal, marine, and fishery
- Identify, acknowledge and highlight unrepresented but key groups, persons or bodies that are underrepresented or marginalized in the SIBOL Siargao site
- Establish, liaise, coordinate and maintain social and institutional links and direct communication with local leaders and members of local groups, organizations and associations in project sites
- Lead community awareness and information dissemination activities for local communities and groups
- Support and participate in local law enforcement progress assessments
- Provide regular activity and monitoring reports.
- Manage all local stakeholder engagement and community mobilization activities including but not limited to program implementation and program management, identification of partners including local groups and private sectors,
- Coordinate with community groups identified for law enforcement activities and other SIBOL-initiated activities
- Support the Site Lead in coordinating with other programs operating in the area that directly relate to the SIBOL agenda for a more holistic and integrated approach;
- Support the Site Lead in the joint planning and organizing field activities related to SIBOL goals and objectives.
- Ensure that all requirements for training such as but not limited to Leahy Vetting are complied with;
- Facilitate and, as appropriate, act as resource person in the conduct of training;
- Set up stakeholders feedback mechanisms and ensure its incorporation in the enhancement of law enforcement program implementation in the area
- Reports directly to the Field Site Team Lead and provide support for the field site integrated work plans and reports
- Master’s degree and 3 years of experience or Bachelor’s Degree and 6 years of experience in Community Development, Social Work, Sociology, Anthropology, Communications and related disciplines;
- At least 5 years of work experience in community organizing, community mobilization, and/or resource mobilization in the site-specific LGU and NGO community is required;
- Experience or understanding of the basic operations of the local government and NGO community in the project site is preferred;
- Prior USAID or any development agency work experience is highly preferred;
- Competencies in public speaking and meeting facilitation are an advantage.
- Knowledge of basic MS Office and Outlook is required.
- Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
